遠藤利明オリンピック担当相は12月18日、スポーツ振興くじ（toto）の対象に、新たにラグビーを追加する検討に入ったことを明らかにした。スポーツ振興くじの収益を増やし、新国立競技場の整備財源に充てることが目的。共同通信などが報じた。
■新国立競技場の整備財源、totoはどれくらい負担する？
新国立競技場の整備には、総工費の上限1550億円のほか、旧国立競技場の解体費用55億円などが必要になる。このうち、totoが395億円が費用を負担する。さらに、国が負担する791億円のうち432億円の「国庫納付金」の枠も、totoの売上が元手となると日経新聞は12月5日の記事で報じている。単純計算すればtotoからの負担金は827億円となる。

totoは、売上の50%が当選者に払い戻しされ、収益の3分の2がスポーツ団体などスポーツ振興の助成に、3分の1が国庫納付金として使われている。2014年度のtoto総売上額は約1107億円。このうち、収益の約195億円が助成金の原資となり、約97億円が国庫納付となった。
■「野球くじ」は検討されていないの？
くじの対象については、2016年から日本チームが参戦する世界最高峰リーグ「スーパーラグビー」が念頭にある。これまでバスケットボールの国内男子プロリーグ「Bリーグ」やプロ野球なども対象に挙がっていた。プロ野球については10月、巨人の福田聡志投手が野球賭博に関わっていたことが発覚し、導入が断念された。
■「売れるの？」という声も
ラグビーくじに関する一連の報道について、ネットでは「当てやすそう」「売れるの？」など、様々な声が上がっている。
なお、ラグビーについては2019年に開催されるワールドカップのための財源を捻出するため、ラグビーワールドカップ日本大会組織委員会の嶋津昭事務総長が7月、宝くじの販売を全国自治宝くじ事務協議会に要請する考えを示していた。この時は、約60億円の収益が見込まれると報じられた。
