アメリカ政府は1月20日(日本時間21日)、ホワイトハウスの公式サイトにトランプ大統領の通商政策を掲載し、環太平洋パートナーシップ協定(TPP)からの離脱を表明した。また、北米自由貿易協定(NAFTA)の再交渉にも言及し、メキシコやカナダが「アメリカ人労働者にとって公平な取引」を拒否した場合、NAFTAからの離脱を通告することを明らかにした。

非常に長い間、アメリカ人はワシントンのエリート層のインサイダーの利益にかなった貿易協定を受け入れることを、この国の勤勉な男女に押し付けてきた。結果として、ブルーカラーの街や都市が閉鎖され、良い賃金の仕事が海外に流出するのを目の当たりにしてきた。その一方で、アメリカ人は貿易赤字を押し付けられ、製造拠点が打撃を受けた。

これまでの生涯で交渉してきた経験から、大統領は貿易に関してはアメリカ人労働者とビジネスを第一に考えるのが重要だということを理解している。厳格で公正な協定を結ぶことで、国家間の貿易が私たちの経済を成長させ、数百万の雇用をアメリカに戻し、苦しんでいる我が国のコミュニティを再び活性化させることができる。

この戦略は環太平洋パートナーシップ協定(TPP)からの離脱、そしていかなる新貿易協定も確実にアメリカ人労働者の利益に適うものにすることから始まる。トランプ大統領は、北米自由貿易協定(NAFTA)の再交渉に力を入れる。仮にパートナー国がアメリカ人労働者に公正な取引をもたらす再交渉を拒否すれば、大統領はアメリカがNAFTAからの離脱を通告する。

さらに失敗した貿易協定を拒否し、改定すれば、その過程でアメリカは貿易協定に違反し、アメリカ人労働者に損害を与える国に制裁を課す。大統領は商務長官に指示し、すべての貿易協定違反を特定し、こうした悪用を終わらせるために連邦政府の資産売却にあらゆる手段を用いるように命じた。

こうした戦略を実行するため、大統領は最も厳格で、聡明な貿易チームを指名し、アメリカ人を最も優れた交渉人にする。非常に長い間、貿易協定はワシントンのエスタブリッシュメント(既得権益層)によって、そしてエスタブリッシュメントのために交渉されてきた。トランプ大統領は監視し、貿易政策が国民によって、そして国民のために実行され、アメリカ第一になるようにする。

公平で厳格な貿易協定によって、私たちはアメリカに雇用を取り戻し、賃金を上昇させ、アメリカの製造業を支援することができる。
