菅官房長官は11日午後の記者会見で「フィリピン政府から要請があれば、自衛隊を迅速に派遣できるよう政府内で調整している」と述べた。また、会見に先立ち、岩崎茂統合幕僚長と自衛隊派遣について協議したという。
自衛隊の派遣についても、フィリピン政府からの要請があれば、被害状況の甚大さに鑑みて、我が国として医療等の支援のために自衛隊を迅速に派遣をできるよう、政府内で調整をいたしております。今後ともフィリピン政府の要請に応じて、米国等の関係国とも連携をしながらできる限りの支援を行っていきたいと思います。

医師や看護師ら25人で構成される政府の国際救急援助隊の医療チームは、11日午後日本を出発。今月8日に台風30号が直撃し甚大な被害が出ている中部レイテ島の中心都市タクロバンで12日にも医療支援を始める予定だ。
各国政府や国際機関も支援に乗り出し、現地で活動を始めた。アメリカ政府は、アメリカ太平洋軍に対して捜索と救出活動のための船と航空機を配備し、緊急支援物資を空輸するよう指示。すでにヘリコプターを使った物資の輸送などを始めたという。
日本政府は医療支援などを行う国際緊急援助隊をタクロバンに派遣し、１２日にも活動を始めることにしています。アメリカ軍はすでにヘリコプターを使った物資の輸送などを始め、ドイツは救援組織を現地に派遣したほか、オーストラリアも医療チームを派遣する予定で国際的な支援が本格化する見通しです。

■「死者1万超の可能性も」
フィリピンの国家災害対策本部の報道官は11日、これまで確認された死者が1774人に達したと発表した。フィリピン全体で総人口の約1割にあたる約967万人が被災し、60万人以上が今なお避難している。大きな被害が出た中部レイテ島の中心都市タクロバンの警察幹部は「レイテ島だけで死者が１万人を超える可能性がある」と明らかにした。レイテ州では台風が通過した地域の約7～8割の建物が破壊されたという。アキノ大統領は国家災害事態を宣言した。
ロイター通信によると、フィリピンのアキノ大統領は国家災害事態を宣言、救援活動などに全力を挙げる意向を示した。政府はタクロバンでは商店などで略奪が起きているとして、治安回復のため軍兵士８百人を現地に派遣した。

■「食料めぐって争い、死者」 略奪対策、大きな課題
被災地では通信網や道路が寸断され、救援活動は難航している。救援物資の配給が遅れ、食料や飲み水、医療品の不足が深刻化。食料不足から略奪が各地でなども起きているという。衛生状態への懸念も出ている。
世界食糧計画（ＷＦＰ）の当局者は「道路は寸断され、空港も駄目だ」と述べており、援助活動は思うように進んでいない。被災地の病院には患者があふれているが、医薬品不足で治療もままならない。
地元当局にとっては、被災地での略奪対策も大きな課題になっている。タクロバンの雑貨店や現金自動預払機（ＡＴＭ）が襲撃されており、軍は兵士１００人を現地に派遣し、治安維持に当たっている。

食料をめぐって争いが起き、死者が出ているという声もある。
台風で壊滅的な被害を受けたフィリピン中部のレイテ島の主要都市、タクロバンの現状について、現地で親戚と暮らしている１３歳の長男から電話で連絡を受けた広島県福山市に住む両親は、「『路上には多くの遺体が残り、食料を巡る争いなどで死者が出ている』と話していたので不安だ」と語りました。

■台風「31号」がフィリピンに上陸か
時事ドットコムによると、気象庁はフィリピン南部ミンダナオ島東海上にある熱帯低気圧が発達し、12日に台風31号となって同島に上陸する可能性があると発表した。フィリピン政府は被害の拡大に警戒を強めている。
勢力は弱いが、北寄りに進んだ場合、猛烈な３０号の直撃を受けた同国中部レイテ島での救援活動に影響する恐れがある。台風３１号が発生すれば、１９９２年以来２１年ぶり。一方、３０号は１１日午後９時に中国南部で熱帯低気圧に変わった。
