台風18号が日本上陸 「直ちに命を守る行動を」気象庁が警戒呼びかける

大型の台風18号は9月16日午前8時前、暴風域を伴って愛知県豊橋市付近に上陸した。が発表した。夕方にかけて関東から東北地方を通過する見込みだ。進行速度が速くなるため、急に雨や風が強まるのが特徴。同協会では大雨や暴風による交通機関への影響を呼びかけている。

夕方にかけて関東から東北地方を通過する見込みだ。進行速度が速くなるため、急に雨や風が強まるのが特徴。同協会では大雨や暴風による交通機関への影響を呼びかけている。気象庁によると午前8時の台風18号の中心気圧は970ヘクトパスカル。中心付近の最大風速は30メートルとなっている。

気象庁は午前5時すぎに、京都、滋賀、福井の3府県に大雨の特別警報を初めて発表した。特別警報は警報を超えるものとして8月30日に新設されたもの。時事ドットコムによると、気象庁の横山博予報課長は緊急会見で、「これらの地域では経験したことのないような大雨となっている。直ちに命を守る行動を取ってください」と呼び掛けた。(※特別警報は午前11時半までに3府県とも解除され、通常の警報に切り替わっている)

ハザードラボによると、滋賀県高島市朽木平良では16日午前7時までの24時間に、観測史上最高となる430.5ミリの雨量を観測。NHKニュースによると、京都市は桂川の水位が上昇したため、午前8時以降に約24万人に避難勧告を出し、さらに対象人数が増えている。大阪市は午前8時半に約29万人に避難勧告を出している。

このほか、日本各地で避難勧告や避難指示が出ており、Yahoo!天気・災害が全国の避難情報をまとめているが、各自治体のHPが最も情報が早いようだ。

■福島第一原発への影響は?

台風18号による大雨の影響で、東京電力は9月15日、福島第一原発で放射能汚染水の貯蔵タンクを囲む“せき”の内側にたまっていた水があふれ出たと発表した

時事ドットコムによると、同社は「あふれたのは雨水」としているが、漏出した水に放射性物質が含まれていないか調べている。仮設ポンプを使用して、溜まっていた水を同じエリアのタンクへ移送開始しており、その後は水はあふれていないという。

【※追記 1】NHKニュースでは、台風18号は愛知県に上陸した後に東海から関東地方に進み、午後1時には宇都宮市付近を1時間に55キロの速さで北東へ進んでいると気象庁の発表を報じている。(9/16 14:30)

【※追記 2】日本気象協会によると、16日17時現在、台風は東北地方を通過して岩手県宮古市の東北東約60kmの海上を進行。北日本では16日夜遅くまで非常に激しい雨の恐れがあるとして、大雨、暴風、高波への警戒を呼びかけている。
