大型の台風18号は9月15日午前、四国の南海上を北上している。朝日新聞デジタルによると、午前9時に河内川（下河原橋）推移が避難判断水位を超えたため、旭南地区・旭北地区の約4000世帯に避難勧告を発令したが、午前11時20分に解除された。
NHK NEWS WEBによると、午前9時半までの1時間には栃木県那須烏山市で44.5ミリの激しい雨が降ったほか、午前8時半までの1時間には神奈川県海老名市で71.5ミリの非常に激しい雨が降った。また、東京都が練馬区豊玉北に設置した雨量計では午前9時20分までの1時間に47ミリの激しい雨が降ったという。
時事ドットコムによると、東海道新幹線は降雨量が規制値を超えたため、午前8時すぎに新横浜-小田原間で上下線の運転を見合わせ、およそ1時間後に再開した。
今後も台風はさらに日本列島に接近し、16日の明け方から朝にかけて、東日本の太平洋側に上陸するおそれもあるが、15日の朝方からすでに関東地方を中心に局地的に非常に激しい雨が降っている。Twitter上では、東京都杉並区や神奈川県茅ケ崎市などで道路が冠水する様子が写真付きで伝えるツイートが数多く投稿されている。
