ウクライナでは2004年10月31日に大統領選挙が実施され、親ロ派のビクトル・ヤヌコビッチ首相は親欧米派の元首相ビクトル・ユーシェンコ候補に敗れたが、11月21日の決選投票ではヤヌコビッチの得票率がわずかに上回り、当選と公表された。しかしユーシェンコ支持者が不正を理由に大規模な抗議運動を行い、最高会議、最高裁判所はやり直しの決選投票を指令した。12月26日の決選投票ではユーシェンコが大統領に当選し、05年1月23日に就任式が行われた。
