地位協定の改定「応じられない」 アメリカ国務省のハーフ副報道官

アメリカ国務省のハーフ副報道官は12月17日、在日米軍の法的地位を定めた「日米地位協定」の改定には応じられないという考えを示した。地位協定があるため、米軍基地内で事件や事故が起こった時、政府や自治体は立ち入り調査ができない。米軍基地を多く抱える沖縄県の悲願だったが、アメリカ政府の態度はつれないものだった。

アメリカ国務省のハーフ副報道官は12月17日、在日米軍の法的地位を定めた「日米地位協定」の改定には応じられないという考えを示した。地位協定があるため、米軍基地内で事件や事故が起こった時、政府や自治体は立ち入り調査ができない。国内法令の米軍人への適用も除外されている。

地位協定の改定は、米軍基地を多く抱える沖縄県の悲願だったが、アメリカ政府の態度はつれないものだった。47NEWSが次のように伝えている。

国務省のハーフ副報道官は17日の記者会見で、在日米軍基地の管理、運用などを定めた日米地位協定の改定を沖縄県が求めているのに対し「米政府が見直し交渉に同意したことはないし、今後も検討しない」と述べ、改定交渉の可能性を強く否定した。

同じく17日に開かれた首相官邸で開かれた沖縄政策協議会では、沖縄県から日本政府に日米地位協定の改定の要請が出ていた。仲井真弘多(なかいま・ひろかず)知事が、普天間基地の5年以内の運用停止と合わせて要望。安倍首相は「最大限に実現していく」と応じていた。

仲井真知事が2014年度の沖縄振興予算3408億円確保をはじめ、米軍普天間飛行場の5年以内運用停止、牧港補給地区の7年以内全面返還、日米地位協定の改定などを求めた。協議会で、知事は焦点となっている普天間移設について「5年以内の運用停止に取り組んでほしい」と求めたが、県外移設には言及しなかった。これに対し、安倍首相は「しっかり受け止める。沖縄県と連携を図りながら、最大限に実現していく」と述べた。

仲井真知事が普天間基地の「県外移設」を求めなかったこともあり、もし日米地位協定の見直しまで話が進めば、沖縄県内にある辺野古地区への移設に向けて環境が整う可能性もあったが、アメリカ側の頑な姿勢は変わらなかった。NHKニュースでは、ハーフ副報道官の発言を次のように報じている。

ハーフ副報道官は、「両国は常にお互いの懸念を共有しようと努めている。これは、既存の枠組みで対応するのが最善だ」と述べ、これまで行われたことのない地位協定の改定ではなく、従来どおり運用面での改善などで対応していくべきだという考えを示しました。
