アメリカのベイナー下院議長、政府機関閉鎖回避のために民主党提出の暫定予算案を通過させることを拒否

アメリカのジョン・ベイナー下院議長(共和党オハイオ州選出)は9月26日、政府機関は閉鎖に追い込まれないと断言したが、一方で、来週までにアメリカが債務不履行に陥らないための「クリーン」な予算案を通過させることは断固として拒否した。

アメリカで来月以降の予算が成立せず、政府機関の一部が閉鎖に追い込まれる事態が懸念されている問題で、ジョン・ベイナー下院議長(共和党オハイオ州選出)は9月26日、アメリカの新年度にあたる10月1日以降、政府機関は閉鎖に追い込まれないと断言した。しかし一方で、来週までにアメリカが債務不履行に陥らないための「クリーン」な予算案を通過させることは断固として拒否した。

ベイナー下院議長は共和党議員たちとの会合の後、報道陣に対して「これからどういうことが起こるか見通しはつかない」と述べた。

野党共和党が優勢な下院議会は20日に、9月30日以降も政府の財政支出を認める暫定法案を通過させている。しかし、その暫定法案は、民主党がオバマケア(アメリカの医療保険制度改革法案)への予算支出を除外することへの同意を条件にしている。しかし、与党民主党が多数を占める上院議会は、医療改革制度法案への支出を除外するという共和党の条件を切り離し、今週までに、政府の一部業務が停止しないための支出のみを認める暫定法案の審議を下院に戻す方向で調整を進めている。この暫定予算案は11月15日までの1ヵ月半、政府を運営させるためのものだ。

ベイナー下院議長は政府機関の閉鎖という事態には「ならないと思う」と明言した。しかし、新しい年度が始まる10月1日を前に、ベイナー下院議長自身や共和党の議員総会がどのように予算案を下院で修正し、審議、議決して上院に戻すのかについては明らかにしていない。

「我々にはさまざまな選択肢がある。上院が彼らの予算案を通すまでは、我々がどうしていくのか、いかなる臆測も立てることはできないだろう」とベイナー下院議長は述べた。
