【パキスタン学校襲撃】イスラム過激派「パキスタン・タリバン運動」はなぜ子供を狙って殺害したのか?

イスラム過激派組織「パキスタン・タリバン運動」(TTP)の武装集団が12月16日の朝に侵入した学校は、パキスタン北西部のペシャワルというアフガニスタンとの国境に近い紛争の多い地域にある。

イスラム過激派組織「パキスタン・タリバン運動」(TTP)の武装集団が12月16日の朝に襲撃したした学校は、パキスタン北西部のペシャワルというアフガニスタンとの国境に近い紛争の多い地域にある。

武装集団は人質を取ろうとはしなかった。次から次へと教室を回り、生徒たちへ向けて銃を乱射した。武装集団のうち一人は学校に侵入してすぐに自分のベストに巻きつけていた爆弾を使って自爆した。最終的に、武装集団のうち6人が軍部隊に殺害された。これまでに142人が死亡、そのほとんどは軍が運営する学校の生徒だった。

パキスタン・タリバン運動は襲撃直後に犯行声明を出したが、要求はしなかった。犯行の狙いは恐怖心を与え、世界から注目を集めるためだったと見られる。

この武装集団は、活動家のマララ・ユスフザイさんを2012年に銃撃したのと同じ集団だ。マララさんは女性の教育を推進する活動を行い、2014年のノーベル平和賞を受賞した。今回の襲撃は、オスロで開かれた授賞式のわずか数日後のことだ。

今回のように、無慈悲で過激な武装集団が極端な手法に打って出たのは、過激派の影響力が弱まることへの懸念と同時に、パキスタン軍による攻撃の報復が目的だった。襲撃による犠牲者の多くが軍関係者の子供だった。ペシャワルにある軍の宿営地の一角にあった学校を狙ったのだ。

2014年6月、パキスタン軍は北西部のワジリスタン地区と、タリバン・パキスタン運動の部族地域であるカイバル地区(旧北西辺境州)の掃討作戦を強めた。「我々は軍の学校を襲撃場所に選んだ。政府が我々の家族や女性を狙っているからだ」とタリバンのムハンマド・ウマール・コラサーニ報道官は述べた。「彼らに苦しみを与えたいのだ」

作家で外交問題の専門家でもあるアハメド・ラシッド氏は、襲撃の理由を3点に絞って分析している。これまでタリバンを何度も襲撃したパキスタン軍の士気をくじくこと、ノーベル平和賞を受賞したマララ・ユスフザイさんと軍に関わりがあること、ペシャワルは彼らにとって「無政府状態の街」であることだ。

専門家は、パキスタン軍がパキスタン・タリバン運動に対し激しい集中攻撃を行っていると語った。パキスタンのゴパラプラム・パルササラジー前インド大使は「パキスタン軍の掃討作戦で約100万人が避難し、今もそのままになっている。空爆で女性や子供が殺されている」と述べた。

また、パルササラジー前インド大使は軍事作戦について「国会の承認を得ておらず、実際は反対が多くあった。これは非常に差別的な作戦で、部族間ネットワークを根絶しようとするものだ」とも語っている。

TTPは2007年に結成され、パキスタンの連邦直轄部族地域とカイバル地区でパキスタン軍に対抗する武装集団の同盟である。

組織は、内部紛争や派閥争いで分裂した。指導者のバイトラ・メスードは2009年8月にアメリカ軍の空爆で殺害されている。これまでパキスタン軍との和平交渉が続けられてきたが、TTPの相次ぐ襲撃で失敗している。さらにイラクとシリアでメジャーな過激派勢力となったイスラム国が台頭したため、TTP内部はより複雑化している。TTPの前報道官シャヒドラ・シャヒド氏は、イスラム国に忠誠を誓い、TTPを去った

12月初め、アメリカがTTPのラティフ・メスード前司令官をパキスタンに引き渡したと報じられた。彼はバイトラ・メスードの弟でTTPの指導者を引き継いだハキムラ・メスードの代理人だ。ハキムラ・メスード自身は2013年、アメリカのドローン(無人爆撃機)による空爆で殺害された。

今差し迫っている問題は、ペシャワルの子供に対する恐ろしい殺戮によって、TTPの形勢が逆転するかどうかだ。これまでパキスタン政府は9.11以降、イスラム過激派を制圧することができなかった。しかし今回の事件によって一般の人々の怒りが噴出し、パキスタン国内の世論を一つにまとめることができるかもしれない。

16日、長年の対立をひとまず脇に置き、インド人とインド政府はパキスタンと子供を失った親たちに哀悼の意を表した。

ナレンドラ・モディ首相は16日夜、パキスタンのナワズ・シャリフ首相と電話会談を行った。モディ首相は、急きょ17日にインドの全学校で黙とうを捧げることにした。

インドはパキスタンと共に対テロリズムという立場を強固にしている。シャリフ首相との対談で、「我々はこの悲しみの中で、全力で協力する準備ができている」と話した。

またインドの人たちは、ソーシャルメディア上で#IndiawithPakistanとハッシュタグを付けて哀悼の意を表している。
