朴槿恵大統領に介入する影の人物とは? 泥沼の韓国政界事情まとめ

チョン・ユンフェ氏とは一体誰なのでしょうか。登場人物が多く、構図が複雑な「青瓦台介入問題」を、ハフィントンポスト韓国版に掲載された韓国紙「ハンギョレ」の記事などで振り返りました。

産経新聞の加藤達也・前ソウル支局長が、朴槿恵・韓国大統領の名誉を傷つける記事を書いたとして在宅起訴された裁判に1月19日、朴大統領と親密な関係にあると記事で触れられたチョン・ユンフェ氏が証人として出廷します。

チョン氏は朴大統領の側近として知られ、大統領府の人事や政策にたびたび介入していたことが韓国社会で大きくクローズアップされました。

チョン・ユンフェ氏とは一体誰なのでしょうか。登場人物が多く、構図が複雑な「青瓦台介入疑惑」を、ハフィントンポスト韓国版に掲載された韓国紙「ハンギョレ」の記事などで振り返りました。

■産経コラムで「秘線」として登場

加藤氏が書いたコラムは、朴大統領がセウォル号沈没事故当日の4月16日、7時間にわたって所在不明となっていたことを伝える韓国紙「朝鮮日報」のコラムを引用し、朴大統領が男性と一緒にいたのではないかと報じました。この男性がチョン・ユンフェ氏です。

「世間では『大統領は当日、あるところで“秘線”とともにいた』というウワサが作られた」。

「秘線」とはわかりにくい表現だ。韓国語の辞書にも見つけにくい言葉だが、おそらくは「秘密に接触する人物」を示す。コラムを書いた記者は明らかに、具体的な人物を念頭に置いていることがうかがえる。コラムの続きはこうなっている。

「大統領をめぐるウワサは少し前、証券街の情報誌やタブロイド版の週刊誌に登場した」

(中略)証券街の関係筋によれば、それは朴大統領と男性の関係に関するものだ。相手は、大統領の母体、セヌリ党の元側近で当時は妻帯者だったという。

(中略)このコラム、ウワサがなんであるかに言及しないまま終わるのかと思わせたが途中で突然、具体的な氏名を出した“実名報道”に切り替わった。

「ちょうどよく、ウワサの人物であるチョン・ユンフェ氏の離婚の事実までが確認され、ウワサはさらにドラマティックになった」

(中略)さらに朝鮮日報のコラムは、こんな謎めいたことも書いている。

チョン氏が最近応じたメディアのインタビューで、「『政府が公式に私の利権に介入したこと、(朴槿恵大統領の実弟の)朴志晩(パク・チマン)氏を尾行した疑惑、(朴大統領の)秘線活動など、全てを調査しろ』と大声で叫んだ」

具体的には何のことだか全く分からないのだが、それでも、韓国の権力中枢とその周辺で、なにやら不穏な動きがあることが伝わってくる書きぶりだ。

■すべては朴大統領の失敗人事の連続から始まった

すべての問題は朴槿恵大統領の「人事の失敗」から始まります。「ひとり人事」「不通人事」「密封人事」「手帳人事」などとよく言われます。2013年2月に就任した朴槿恵大統領が、出身母体の与党セヌリ党の重鎮にも知らせず、いきなり発表したのが、尹昶重(ユン・チャンジュン)文化日報論説委員を首席報道官に指名する人事でした。しかし、2013年5月の朴大統領アメリカ訪問に同行した際、インターンにセクハラをしたとして更迭されました。さらに最初に首相に指名した金容俊(キム・ヨンジュン)元憲法裁判所長は、2人の子供が不正に兵役を忌避した疑惑や、不動産のインサイダー取引疑惑などが報じられ、指名を受けた5日後に辞退しました。

2014年4月のセウォル号事故後、人心一新を図った内閣改造でも、人事の失敗が続きました。事故対応を巡る混乱の責任を取って辞意を表明した首相の後任に指名された安大熙(アン・デヒ)大法官(最高裁判事)は、弁護士時代に高額な手数料を得ていたことが問題視されて辞退したのに続き、突然の指名を受けた文昌克(ムン・チャングク)前中央日報主筆は「日本の植民地支配は神の意思」と発言していたことが批判されて辞退しました。さらに教育部長官に指名された元大学教授は、教え子が書いた論文を自分の名前で学内誌に掲載していたことが明るみに出たほか、文化体育部長官に指名された元テレビ記者は、マンション売却時の脱税疑惑について国会で偽証したこと、過去の飲酒運転経歴などが問題視され、それぞれ辞退に追い込まれました。

「次から次へ、どうしてこんな人物ばかり選んでくるのか」。与党からも、朴大統領の独断専行の人事に不満が高まりました。

■青瓦台で駆け引きをする金淇春・秘書室長と「3人衆」

次から次へ失敗人事が繰り返される背景に、2つの要素が指摘されました。そのうち1つが、大統領の補佐役を担う金淇春(キム・ギチュン)大統領秘書室長です。もう1つは「3人衆」と呼ばれる、李在晩(イ・ジェマン)総務秘書官、チョン・ホソン第1付属秘書官、アン・ボングン第2付属秘書官で、朴大統領が国会議員だった頃から、長いことブレーンだった人物です。

3人衆はすべて、大統領秘書室に所属する秘書官で、1998年に朴槿恵大統領が国会議員として初当選したときから側近として仕えてきた人々です。3人は、朴大統領から長きにわたって信頼を得ており、特に筆頭格の李在晩・総務秘書官は、青瓦台の人事と財務を統括しています。第1付属室と第2付属室は、大統領のスケジュール管理部署です。第1付属秘書官室は大統領の政務全般と日程、報告書を担当します。第2付属秘書官は随行と警護を担当します。大統領に会うためにはこの3人を経由しなければならず「門番3人衆」とも呼ばれます。

金淇春・大統領秘書室長はもともと、首席報道官セクハラ辞任による混乱の責任を取って前任の秘書室長が辞任したため就任しました。それまで付属室に傾いていた権力を秘書室長に引き戻し、権力のバランスが取れたと評価されていました。

■世界日報の「監察報告書」報道で「秘線」が表沙汰に

2014年11月28日付の韓国紙「世界日報」は、この3人衆の動きを記録した青瓦台(大統領府)の「監察報告書」を入手したと報じました。報告書は、青瓦台の監察部門が作成したものです。ここに警察から出向していた官僚が作成した報告書には、3人衆ら核心グループ10数人を「十常侍」(中国・後漢時代に権勢をふるった宦官集団)と呼び、実権を握る人々だと指摘していました。うち、3人衆が、青瓦台の内部文書を、公職を持たないチョン・ユンフェ氏ら外部の人に渡したほか、チョン氏は金淇春・秘書室長の更迭説を流すなどして国政に介入したと書かれていました。

この報道の意味は、これまで「秘線」と噂されてきたチョン・ユンフェ氏が、国政に直接介入していた疑惑が、青瓦台の公式文書を通じて明らかになり、事実である可能性が一段と高まったことでした。

しかし世界日報の報道によれば、「3人衆」が、金淇春氏の更迭を画策しており、この構想に青瓦台外部の民間人であるチョン・ユンフェ氏が介入していたとされています。チョン氏は1998年に、国会議員だった朴氏の個人秘書室長をしていました。2007年以降、公職には就いていません。

青瓦台は即座に「チラシ(韓国ではうわさ話を載せた怪文書をこう呼ぶ)レベルの文書を、動向把握のために報告を受けたものだ」として、報告書に記載された内容は事実ではないと反論し、法的対応をとると警告しました。文書の信頼性をおとしめると同時に、公式文書の流出問題に話をすり替える意図があったとみられます。

韓国紙「中央日報」は2日後の12月1日、チョン・ユンフェ氏のインタビューを掲載し、青瓦台の主張を後押ししました。チョン氏は「7年間、公職と縁がなく、3人の秘書官には連絡していない」として、世界日報の報道に反論しました。朴大統領も12月1日の首席秘書官会議で「文書は噂であり、文書流出は規律の乱れ」として、世界日報の報道を強く批判。やはり文書流出の方を問題視しました。秘書官3人衆への無限の信頼を表したともみられます。

■「事件の核心は文書流出ではない」

しかし12月2日付「朝鮮日報」は、「チョン・ユンフェ氏、4月に李在晩氏に連絡していた」とのタイトルで、青瓦台監査部門の元トップ、チョ・ウンチョン元公職紀綱秘書官のインタビューを掲載。チョン・ユンフェ氏の主張に真っ向から反論します。

報告書を作成した警察官僚の直属の上司だったチョ元秘書官は「情報が正しい確率は6割以上」と話しました。同じ内容を2014年2月に、民政首席秘書官と金淇春・秘書室長に口頭で報告したとも暴露しました。「下の人間が外部勢力と連携して、秘書室長の足を引っ張っている」と報告しても、金淇春・秘書室長はこれといった反応を見せなかったとのことです。2カ月後の4月10日、チョン・ユンフェ氏はチョ元秘書官に電話して、携帯でメッセージも送ったとしています。チョ元秘書官がこれを無視すると、李在晩・総務秘書官が「電話に出て下さい」と伝えるなど、チョン氏のメッセンジャー的な役割を果たしたとも述べました。

この証言はまず、チョン・ユンフェ氏が「7年間連絡していない」という主張とは異なり、3人衆と頻繁に連絡を取っていることを明らかにしただけでなく、文書流出が監査部門ではなく、3人衆の周辺からだった可能性を示唆しています。

青瓦台や朴大統領の主張とは逆に、問題の「監察報告書」は怪文書レベルのものではなく、相当に根拠のある報告書だったということになります。実際、チョ秘書官は朝鮮日報とのインタビューで、報告書の流出について「管理責任者として大統領に申し訳ない」と言いつつも「事件の核心は文書流出ではない」と述べ、大統領の発言を否定しました。

さらに「青瓦台の『身体検査』は拙速だ」と強く批判しました。公職紀綱秘書室は、閣僚や官僚の「身体検査」も担いますが、「あるときなど、我々が身体検査の真っ最中に人事が発表された」と述べたのです。朴槿恵政権で起きた数々の人事の失敗は、李在晩・総務秘書官ら3人衆にあるという理屈です。

チョ元秘書官は、チョン・ユンフェ氏の電話に出なかった直後の4月中旬に更迭されました。報復人事とも言われています。しかし疑問は残ります。一介の秘書官に過ぎないチョ元秘書官が、なぜ朴大統領、そして青瓦台の権力中枢と真っ向から対決できたのでしょうか?

■チョン・ユンフェ派vs.朴大統領の弟派?

この背景には、朴志晩(パク・チマン)氏の名前が挙がっています。朴大統領の実弟で、過去に覚醒剤使用などの罪で何度も逮捕歴のある人物で、現在は電子部品製造企業「EG」の会長をしています。

チョ元秘書官は検察出身で、朴志晩氏とは覚醒剤使用事件の捜査で関わりを持ちました。「3人衆」が、大統領につながる側近たちを徹底的に遮断するのに不満を抱いた朴志晩氏は、チョ元秘書官を動かし「チョン・ユンフェ派」への攻撃に出たのです。しかし、報告を受けた金淇春・秘書室長は「青瓦台を揺るがす意図がある」と判断してこれを黙殺し、むしろ3人衆を攻撃した「朴志晩派」のチョ元秘書官と、その部下の警察官僚が逆風を受けて青瓦台から追い出されたとも読めます。

実際、朴志晩派の人々は続々と権力の中枢から追い出されました。チョ元秘書官だけでなく、朴志晩氏と近いとみらえれていたペク・キスン国政広報秘書官が5月に辞任しました。青瓦台だけでなく、情報機関の国家情報院では8月に、チョ元秘書官と近いことで知られていた幹部人事が、発令直後に青瓦台の要求で「自発的に辞任」に追い込まれました。軍の機務司令部では、朴志晩氏と陸軍士官学校の同期だったイ・ジェス機務司令官が更迭されました。発表直後は謎に包まれていた人事の理由が、おぼろげながら輪郭を現してきたのです。

そこで朴志晩氏は、今度は世論を通じて反撃を狙ったのではないかとみられています。普段からあまりメディアで評判のよくない「チョン・ユンフェ」や「十常侍」などの単語を含む文書を流出させて3人衆に打撃を与えることで、権力闘争で自身の側近が次々と敗退している事態の反転攻勢に出ようとしたのではないかという見方が支配的です。

チョン・ユンフェ氏であれ朴志晩氏であれ、公職にない人物は、議会や市民の監視を受ける必要がありません。「国政に介入した」のが事実であっても、法的処罰を受けるかどうか微妙です。つまり、大統領まで動かすような事件が起こって行政府が揺さぶられても、議会や司法はどうすることもできないのです。

一方で韓国検察当局は12月5日、報告書の内容は事実ではなく、青瓦台に介入したとする疑惑は虚偽だと断定。一方で文書を朴志晩氏に渡したとして、4日にチョ元秘書官を在宅起訴し、3日には文書を作成した警察官僚を起訴しました。一方で、両氏の上司にあたる金英漢(キム・ヨンハン)民政首席秘書官が1月10日、秘書室長の指示に逆らって辞任するなど、韓国青瓦台の人事は混迷を深めています。
