10月初旬に襲来した台風24号により、奄美群島のヨロン島や沖永良部島が家屋倒壊などの被害に遭い、先週襲来した台風26号により伊豆大島や伊豆諸島の島々が甚大な被害に遭いました。さらに10月23日現在、台風27号、28号が日本列島に近づいており、27号が間もなく南大東島、北大東島に接近します。
台風26号によって起った伊豆大島の自然災害は、ここ100年のうちに伊豆大島で起きた自然災害のなかで最もたくさんの方が亡くなられ、未だ行方不明者も多い甚大なものとなりました（参考：大島町史）。
災害から1週間、島の大人たちは心身を休めるひまなく働き続けています。伊豆大島の人口は約8000人。東京都心には1キロ平方メートルあたり10,000人以上も「働く人」がいますが、伊豆大島は10〜50人（参考：平成24年経済センサス・統計調査 日本統計地図）。赤ちゃんからお年寄りまで含めた約8000人を、わずかな大人たちが守っています。
伊豆大島に関する大手マスメディアのニュース記事やSNS投稿をみて、島の役場にかかってくる「電話」が増え、仕事に支障がでているというメッセージを島の方から複数いただきました。ご本人に迷惑がおよばないよう匿名にて記します。
「被害発生後町長始め職員に対しての非難の電話が殺到しています。親族、友人の安否確認の問い合わせや情報提供の方々からの問い合わせと混在してしまって住民の方々の対応に支障が出ているようです。もちろん、色々な方々のご意見は貴重ですが今は台風に対しての体制強化中なので今後対応します。と言っていました。職員の中にも犠牲者や被災者、遺族関係者が居るのに......」
「役場には連日、報道陣が待ち構えていて災害対策で動いている職員や被災住民の罹災証明や相談など支障が出ています。断水が続いていたので、水道関係の職員や水道工事会社などの懸命な復旧作業により、1000世帯から100世帯、そして今日は10世帯程度に縮小されました。都道も大量の土砂や瓦礫などを除去し、開通するまでになりました。安否情報は新聞にも載っていますが、役場はいろいろな場所へ出向いており、役場の中は人員不足でとても対応しきれないようです。町長批判などは後にしてもらいたい」
このなかに「非難」「批判」という言葉があります。
世の中にはたくさんの人がいます。たくさんの人を上手にまとめ、みんなが生きていけるように「政治」や「会社」などの「組織」があります。「組織」にはそれぞれ軸になる「考え方」がありますが、その「考え方」が異なることで人々が対立する場合があり「非難」「批判」が生まれることがあります。
しかしながら、少なくとも「たくさんの人」を殺したいと思っている組織はありません。伊豆大島にたとえ今後、改善すべきことがあっても「非難」「批判」は何も生みません。今は「人の命」を優先した行動をとっていただきたい。今後、改善すべき「提案」も緊急でない限り、次の台風が過ぎさり島に平常が戻ってからにしていただきたい。今は目の前の「難」をできるかぎり避けられるよう、考えてください。
また、メディア関係者のみなさま、SNS等で情報発信を行うみなさま、情報の流し方や言葉の選び方によって「誤解」「混乱」を招く表現をつかっていないか確認のうえ、慎重かつ正しい情報発信をお願いします。
いま、近づいてきている台風27号と28号は、2つの台風が同時に発生していることから「予測がつかない」と言われており、どの地域にどれだけの影響を与えるかわかりません。歴史を振り返ると、日本列島には甚大な被害をもたらす災害が繰り返し訪れています。「明日は我が身」であることを意識いただき、お住まいの地域の防災情報や国の防災情報を確認のうえ「自分や大事な人を守る備え」をお願いします。
