APECの開催地となった北京では、澄み渡った青空を確保するために住民に制約や厳しい禁止事項が課せられた。青空を確保するために一般の人たちが禁止された7つの項目について紹介する。

アジア太平洋経済協力（APEC）首脳会議の開催地となった北京の住民たちには、生活におけるさまざまな場面で、制約や厳しい禁止事項が課せられた。「（客人たちに見せるために、）北京上空に澄み渡った青空を確保する」という最重要目標のためだ。

一般の人たちが禁止された項目について、紹介していこう。

1.結婚：通勤ラッシュを軽減するための取り組みの一環として、婚姻手続きを受け付ける窓口は閉鎖された。

2.花火や爆竹

中国では、結婚式や開店祝いなどで毎日のように花火や爆竹が打ち上げられるため、騒音の原因のひとつになっている。しかし、今回の禁止令により、騒音や煙害、そして、各国首脳の車列が銃撃されたのではないかという不安が解消された。

3．運転

北京市内では2008年から、自動車のナンバープレートによる厳格な走行規制が行われている（平日の5日間、曜日ごとにナンバープレート末尾によって車両の使用を規制）が、北京APECサミット期間中は、さらにその制限が強化された。

香港紙「South China Morning Post」の記事によると、北京市は、サミット開催期間中のすべての日において、ナンバープレートの末尾が偶数か奇数かを基準にして、自家用車の走行台数を半数に制限したという。

4．仕事：

政府関係機関の職員の大半と、民間企業に勤務する人の多くは、サミット開催期間中の休暇を義務づけられた。

5．学校：

通常は夜遅くまで宿題に追われる北京の子供たちは、厳しい授業スケジュールを1週間休むことができた。

6．病院：

「ニューヨーク・タイムズ」の記事によると、北京市内のいくつかの公共医療機関では、救急の場合を除いて、休業したり、営業時間が短縮されるなどの措置がとられた。

7．「火の規制」は葬式やお寺、屋台にも：

サミット開催期間中は、煙の出所の大小に関係なく、燃えている物すべてが厳しくチェックされた。政府当局の捜査網は拡大され、工場で使用される石炭燃料はもちろん（1日から規制を開始し、7日からは北京から半径200キロ以内にある製鋼所やセメント工場などの操業を完全に停止した）、葬式の際に花輪を燃やす習慣や、寺で使われる線香も規制対象になった。さらに、小さな屋台でさえ、北京上空を澄んだ青空にするという目標のために休業を命じられた。

これらの努力の結果、北京市内は美しい空を取り戻すことができた。上の画像は北京工人体育場のものだが、「10月の大気汚染」と、「APECサミット開催直前の青空」が比較できる。
