アメリカで携帯電話のない生活をしている成人は人口の10％未満と考えられている。しかし、ウェストバージニア州グリーンバンクの住民にとって、それは日常だ。
この人口143人の小さな町の生活が、不思議な現象などを取りあげるデジタル・ネットワーク「シーカー・ネットワーク」のショート・ドキュメンタリーで紹介されている。ドキュメンタリーによれば、グリーンバンクには携帯電話の電波は届かず、Wi-Fiは禁止され、電子レンジなど電磁気製品が制限されている。
グリーンバンクは、アメリカが指定した電波規制地域「National Radio Quiet Zone（NRQZ）」の中心部に位置する。
NRQZはバージニア州とウェストバージニア州、そしてメリーランド州の一部を含む1万3000平方マイル（約3万4000平方キロ）のエリアだ。ここには、世界最大の完全可動式電波望遠鏡「グリーンバンク望遠鏡」を持つアメリカ国立電波天文台（NRAO）がある。
グリーンバンク望遠鏡は、カリフォルニア大学バークレー校の地球外知的生命体探査研究センター（SETI）が、研究で使うことでも知られている。
このグリーンバンク望遠鏡への電波干渉を最小限に抑えるため、1958年からこの地域は電波が規制されているのだ。
グリーンバンクを訪れたジャーナリストのローラ・リン氏に「グリーンバンクの住民は、外界から隔離された世界に住んでいるように感じることはないのか」と質問されたNRAO主任科学研究員のジェイ・ロックマン氏は、こう答えている。
「不思議の国に住んでいるような気分です。ここは偉大な科学プロジェクトが進められている場所ですから。携帯電話のない生活が考えられない人もいるかもしれませんが、人類は、これまで歴史のほとんどで携帯がなくてもまったく問題なく生きてきました。1980年代に生きているようなものです」
グリーンバンクに住んでいるのは、科学者や研究者だけではない。この小さな町は何年も前から、電磁波過敏症に苦しむ人たちのオアシスとなっている。
電磁波過敏症は、電磁場にさらされると頭痛や疲労、ストレス、睡眠障害、発疹、筋肉痛が起こる症状だ。病気として認定されていないが、この症状に苦しむ人たちが、グリーンバンクに引っ越してきている。
最近に引っ越してきたメリッサ・チャルマースさんは「携帯電話を使うと、数分後に顔の片側がしびれていました。いつも電源を切るようにしていましたが、最後に使った時はしびれが2週間もおさまりませんでした。グリーンバンクに来てようやく体全体がリラックスできました」と話している。
アレゲーニー山脈が背景に広がるグリーンバンクには、コイン式の公衆電話や、まったく電気を使っていない家々があり、まるで別の時代に降り立ったかのようだ。
一方でドキュメンタリーは電波規制地域を運営する難しさも指摘している。住民は賃貸契約の一環として無線技術の利用を禁止されているが、地域のパトロールを担当しているNRAOの技術者は、実際には地域内で40～50台のWi-Fiモデムが作動していると明かした。
チャルマースさんもこう話している。「この地域にも、いずれテクノロジーの波が押し寄せるでしょう。人間はテクノロジーを使いたいものですから。その時自分がどうするか、まだわかりません」
しかし、CNNが言うように、グリーンバンクは「アメリカで最も静かな町」のようだ。
