「胎児の臓器を売買」デマ動画が全米で拡散⇒人工中絶施設への暴力・脅迫が倍増

反対派は患者に手を触れたり、掴みかかったり、動画や写真を撮影したり、「人殺し」と呼んだりしている。

アメリカ・アラバマ州ハンツビルの婦人科医ヤシカ・ロビンソン医師(40)は、日々の仕事が人工妊娠中絶に反対する人々の妨害行為に遭い、「いつも気分が落ち込んでいる」という。

ロビンソン氏は個人診療所で、避妊処置、 パップスメア(子宮頸がん検査)、妊産婦診療などを手がけている。ハンツビル市内の別所に設けられた専用の診療所では妊娠中絶も受け付けているが、2つの診療所には毎日のように人工中絶反対派の人々が押しかけ、建物の入り口を塞いだり、ロビンソン医師や診察に訪れる患者たちに嫌がらせをする。

超音波検診のために医院を訪れただけだと見た目ですぐに分かる妊娠8カ月の妊婦ですら、嫌がらせの標的となる。ロビンソン氏によると、反対派は患者に手を触れたり、掴みかかったり、動画や写真を撮影したり、「人殺し」と呼んだりしている。ロビンソン氏の写真が貼られた「指名手配」のポスターを車に貼り付けていくこともあるという。

「気が滅入ります」と、ロビンソン氏は言った。「診療所の門の前まで車で来たら、スタッフに病院のドアを開けてもらうように電話します。そうすればドアの前で反対派と目を合わせないようにうつむく必要がないですからね。頭を下げて反対派の人から目をそらさないといけません。彼らは何をするかわかったもんじゃありませんから」

「診療所に入ろうとして、車を壊されてしまった患者もいました」と、ロビンソン氏は振り返った。 その20代前半の女性は、デポ・プロベラ注射(3カ月に1回注射を打つ避妊法)のために診療所を訪れただけだったが、入り口に通じる道沿いに並んだ反対派の人々から口々に非難が浴びせられる中を通り抜けなければならなかった。「反対派の人々は彼女を指さし、笑っていました」

「女性たちは戸惑い、震えながら診療所に入ってきます」と、ロビンソン氏は言った。「『外で起きているあれは一体何なの?』という感じです」

婦人科医院の外で患者と医師に対して繰り広げられる抗議活動はエスカレートしている。この危険性は、2015年にカリフォルニア州の人工中絶に反対する市民団体が作成した、ある動画をきっかけとしてさらに高まった。

中絶反対派は動画を公開し、非営利団体「全米家族計画連盟」(PPFA)の職員が胎児の臓器売買をしていると主張した。しかしこの動画は巧妙に編集されていたことが完全に見破られた。複数の調査で、PPFAは何も不正行為を働いていないことが証明された

しかし、この動画の影響は大きく、中絶反対派による暴力行為や脅迫被害に遭う診療所の割合は、2014年上半期の調査では19.7%だったが、2016年上半期には34.2%まで上昇し、動画の公開以降ぼぼ2倍に増加した。

婦人科医療を提供する医院にはストーキング、爆破予告、殺害予告、診療所へ向かう患者に対する妨害行為といった暴力行為や脅迫が報告されている。2015年には、コロラド州にあるPPFAの施設に男が押し入り、12人を銃撃、3人が死亡する事件が起きた。男は「胎児の臓器」売却疑惑が犯行の動機となったと供述した。

2016年には、アメリカ全体のほぼ半数(49.5%)の診療所で、不法侵入、盗難、放火、器物破損などの深刻な暴力、あるいは迷惑行為が少なくとも1件あったことが報告されている。また、全体の4分の1にあたる診療所が、日常的に中絶反対派による嫌がらせの被害にあっている。

NPO「フェミニスト・マジョリティ財団」(FMF)のエリー・スミール理事長は「このような行為は民主主義のもとで許容できるものではありません」と述べた。「診療所を訪れるのが男性なら、このような事態は絶対に起こらないでしょう」

FMFは、中絶反対派が2月11日に計画しているPPFAに向けた全米規模の抗議行動「家族計画打倒」集会に先駆け、新たな報告書を発表した。この報告書によると、女性の健康を擁護する人たちが暴徒化するおそれがある。予定されている集会では、全米44州にあるPPFAの施設200カ所以上で、人工中絶反対団体による抗議活動が行われると見られている。

「今週末は、PPFAが標的にされます」と、 スミール理事長は言った。「これは普通の抗議活動ではないと、世の中に知らせなければなりません。 婦人科医療機関とその従事者を取り巻く現状は苛酷で、危険と暴力が深刻になっているのです」

抗議活動を企画した人工中絶反対団体のひとつ「プロライフ・アクション・リーグ」のエリック・シェイダー氏は、抗議集会の暴徒化を懸念する声には根拠がないと述べた。

「私たちのウェブサイトには、あらゆる暴力に反対すると書いてあります。当然の話です」と、シェイダー氏は語った。「メディアは中絶を行う医院で暴力沙汰が起きていることを大げさに騒ぎ立てていますが、そのようなことが起きるのは実際には極めてまれです。それどころか、診療所の外での抗議活動は、だいたい平穏なものです」

FMFは9日、2016年の暴力行為報告書とともに「暴言を浴びせられながら」婦人科の診療所へ歩いていくことを疑似体験できる動画を公開した。
