オーストリア、難民通過の緊急措置を縮小へ 「少しずつ元に戻す」

オーストリア政府は6日、ハンガリー経由でドイツなどに向かおうと押し寄せる難民を通過させる緊急措置を段階的に取りやめると発表した。

[ウィーン/ミュンヘン 6日 ロイター] - オーストリア政府は6日、ハンガリー経由でドイツなどに向かおうと押し寄せる難民を通過させる緊急措置を段階的に取りやめると発表した。5日、オーストリアやドイツの国境に数千人もの難民が殺到したことを受け、オーストリア政府は一時的に受け入れる態勢をとっていた。

欧州連合(EU)の規定では、移民や難民は最初に到着した国が保護申請処理の責任を持つことになっているが、難民の多くはドイツに行くことを希望している。オーストリア政府は従来、国境で抜き打ちの検問を行っていたが、シリア難民の子供の遺体がトルコの浜辺に漂着した写真が欧州各国に衝撃を与え、一時的な特別措置として、登録が済んでいない不法移民状態の難民に通過を認めていた。

オーストリアのファイマン首相は、緊急措置を段階的に取りやめることを決定する前に、ドイツのメルケル首相と徹底的に議論し、ハンガリーのオルバン首相とも電話会談をしたと明らかにした。そのうえで「われわれはずっと、迅速かつ人道的に行動しなければならない緊急事態だと言ってきた。すでに1万2000人(の国境通過を)助けてきた。次にすべきことは、法および尊厳に基づき、少しずつ緊急措置を平常に戻すことだ」と述べた。
