北京市当局は12月7日、大気汚染に対し初めて最高レベルの警報である「赤色警報」を発令した

ロイターによると、赤色警報が発令された場合、大型車両の運転は禁止となり、一般車両もほぼ半数が運転を禁じられた。ほとんどの学校が休校となり、企業も就業時間をフレックスタイム制に切り替えるよう推奨された。韓国の中央日報によると、北京市内の日本大使館の向かいにある病院では、呼吸器の痛みを訴える患者の予約電話でいっぱいだったという。

屋外ではほとんどの人がマスクを着用。「エアーブリーザー」と呼ばれる、ゴミなどを除去する機能のついたマスクを装着している人の姿も多く見られた。なかには、ガスマスクを装着してバイクに乗っている人まで現れた
