ダコタ・アクセス・パイプライン、稼働前から原油流出

居留地の先住民たちにとっては懸念が的中する形となった。

ダコタ・アクセス・パイプラインはまだ稼働していないのに、すでに石油漏れが発生した。

サウスダコタ州クランドンのポンプ場で4月4日、84ガロンの原油が流出したと、ジャーナリストグループ「ダコタ・メディアグループ」が5月10日に報じた。この流出は、アメリカ先住民スタンディングロック・スー族の居留地から南東約120マイルの地点で起こった。この居留地では、数カ月にわたりパイプライン建設に反対する激しい抗議デモが繰り広げられてきた。

この原油流出は、樹脂の裏張りとすでに現場に備え付けられていた格納壁を使い処理されたが、流出は避けられないと心配し、パイプライン建設に反対していた居留地の先住民たちにとっては懸念が的中する形となった。

「パイプラインから原油が漏れる漏れないの話ではなく、いつ起こるのかが問題だった。それが明らかになった」と、先住民環境ネットワークの主催者ダラス・ゴールドトゥース氏はハフポストUS版に説明した。

「ダコタ・アクセス・パイプラインが稼働する前に、このような事件が起こったからこそ心配なのです。世界中が見守っている。ダコタ・アクセス・パイプラインとエナジー・トランスファー・パートナーズ社に説明を求めています」

ノースダコタ州にあるスタンディングロック・スー族居留地近くでダコタ・アクセス・パイプライン建設に反対する抗議者たちが残したサイン。ドナルド・トランプ大統領が2017年1月に建設差し止めを解除し、抗議者たちのキャンプは撤去された。

サウスダコタ州環境天然資源省の関係者は、原油流出の事実をオンラインデータベースに追加し事実上認めたが、市民には公表していなかった。

環境天然資源省のブライアン・ウォルシュ氏は10日、AP通信に「石油漏れが公衆衛生や水資源産業、飲料水のシステムを脅かすことはないため、公表する必要がなかった」と語った。

6月1日に稼働開始予定のパイプラインは、1日あたり47万バレルを運搬する。84ガロンの流出はそれに比べれば少なく感じられる。 しかし、問題がないわけではないと、パイプライン構造の専門家リチャード・B・クプレウィクズ氏はダコタ・メディアグループに語った。

「稼働直前の出来事なので、大騒ぎしたくはないのですが、石油がタンクから漏れているからには、やり方に問題があります。彼らは急いでいるのかもしれません」と、語った。

シャイアンリバー・スー族のジョイ・ブラウンさんはハフポストUS版に、クプレウィクズ氏の評価は、エナジー・トランスファー・パートナーズ社のパイプライン運用に大きな懸念を示すものだと語った。

「この原油流出は私の家の近くで起こっています。 サウスダコタ州はすでに水不足に直面していて、私たちの生活は放牧から、農業、医療に至るまで水に依存しています。 これ以上の流出が起こるのを黙って待っているのですか? ここは私たちの家、土地、水なのです。彼らが急いでるのは強欲のためであり、ダコタの人々や原住民のためではありません」と、ブラウンさんは語った。

■ ダコタ・アクセス・パイプラインとは

ダコタ・アクセス・パイプラインは、「エナジー・トランスファー・パートナーズ」がノースダコタ州のバッケン油田からイリノイ州の石油ターミナルまでをつなぐ1172マイル(約1886キロメートル)のパイプラインをおよろ38億ドル(約4360億円)かけて建設するプロジェクト。建設ルート近くの居留地に住むアメリカ先住民スタンディングロック・スー族とその支援者たちが、水源のミズーリ川が汚染されることを懸念し、「水の保護者」として抗議デモを続けていた。

陸軍工兵司令部は2016年12月4日、ミズーリ川をせき止めたダム湖「オアへ湖」の地下を掘削する地役権(ある土地の便益のために、他人の土地を利用する権利)の承認を拒否し、地下にパイプラインを通す工事を認可しないと発表し、建設は中断されていた。バラク・オバマ前政権は、パイプラインによって起こり得る環境への影響を調べ、他のルートを探るための環境影響評価報告書をまとめるよう陸軍工兵司令部に指示した。

スタンディングロック・スー族はこの計画に一貫して反対しており、部族が生活する居留地の水資源に打撃を与え、神聖な土地を脅かし、連邦文化財保護法とスタンディングロック・スー族ら先住民の居留地を侵害しないと約束した1851年のフォート・ララミー条約に違反しており、連邦当局はパイプラインが環境に及ぼすリスクを適切に調査していないと主張している。

しかしトランプ大統領は1月24日、ダコタ・アクセス・パイプラインの工事を進め、カナダのアルバータ州からネブラスカ州までの1179マイル(約1897 キロメートル)をつなぐパイプライン「キーストーンXL」建設を手がける「トランスカナダ」に、オバマ前大統領が2015年に却下した建設計画の再申請をするように促す大統領令を出した。トランプ氏は建設再開で「多くの雇用、2万8000もの雇用を生む。素晴らしい建設計画だ」と述べた。

大統領令を受けて陸軍工兵司令部は7日、環境に及ぼす影響調査が完了するまで建設許可を与えないとしていた方針を覆し、環境影響評価の調査を中止し、建設を完了させる許可を与えると発表した。エナジー・トランスファー・パートナーズは9日からパイプラインの最終区間の建設を開始した。

ワシントン連邦地裁のジェームス・ボアズバーグ判事はエナジー・トランスファー・パートナーズ社に対し、ノースダコタ州の貯水湖の地下にパイプラインを通す工事再開を認めた。一方アメリカ先住民のスタンディングロック・スー族とシャイアンリバー・スー族は戦略を変更し、陸軍工兵部隊とエナジー・トランスファー・パートナーズに対する法廷闘争へと移行し、訴訟が現在も複数進行している。
