北京の大気汚染が深刻な状況に陥っている。

街を覆い尽くすスモッグで数百メートル先が見えない場所もあり、約2100万人の市民は室内にとどまるよう指示されている。

高層ビルは濃いスモッグに飲みこまれ、肉眼ではほとんど何も見えない状態だ。マスクで口を覆わなければ、屋外に出ることはできない。

11月29日の昼には、大気中に含まれる有害な粒子「PM2.5」の濃度が、391μg/m3(マイクログラム/立法メートル)を記録した。これは、WHOが定る安全基準値の15倍を超える数値だ。

これを受け、北京市当局は「オレンジ警報」を発令されたとBBCが伝えている。これは北京市が導入している警報制度で、4段階のうち2番目に深刻な警報だ。

今回のスモッグは11月27日に発生した。中国環境省は、スモッグは12月2日まで北京に留まり、その後北からの強風のため移動すると予測している。

11月9日には、中国北東の都市シェンヤン(瀋陽)でPM2.5の濃度が1,157μg/m3を記録し注目を集めた。これは安全基準値の46倍にもなる。

大気汚染の一因として、北京当局は暖房器具の燃料として石炭を燃やすことを指摘している。また、工場が違法に汚染物質の排出していないか調べるため、中国環境省は北部の都市に調査団を派遣したそうだ。

中国ではこれまで、スモッグ対策として工場を一時的に閉鎖したり、トラックの走行を禁止したりしてきた。しかしガーディアン紙によれば、こういった対策は主要な行事が開催される時に限定されているようだ。

現在フランスのパリで開催されているCOP21で、150以上の国のリーダー達が環境問題について話し合っている。

彼らが目標にしているのは、産業革命以前と比べて気温上昇を摂氏2度以下に抑えるための合意だ。これは、気候変動を避けるために必要最低限守らなければいけないと科学者が求める基準だ。

COP21は12月11日まで開催される。
