エジプト抗議デモの最中、性的暴行が横行 100人近くの女性が被害訴え

エジプト・カイロのタハリール広場で続いていたモルシ大統領への抗議デモの最中、100人近い女性が性的暴力の被害にあっていたことがわかった。米ニューヨークに本部を置く国際人権NGO「ヒューマン・ライツ・ウォッチ」(Human Rights Watch=HRW)が発表、中東のテレビ局「アルジャジーラ(Aljazeera)」などが報じた。

HRWは「デモによる無秩序な状況の中、タハリール広場でわいせつな行為を受けたり、レイプの被害にあった女性は少なくとも91人にのぼる」との声明を出した。

この数字は、エジプトで性的暴行にあった被害者の支援をしている「エジプト反セクハラ・反性暴力運動(Egyptian Operation Anti-Sexual Harassment/Assault)」に寄せられた電話相談の件数などをもとにしたもの。これまでに性的暴行の被害を受けた女性の数は、先月30日だけで46人、今月1日は17人、2日が23人となっている。また、エジプトの女性人権団体「女性学研究のためのナズラ(Nazra for Feminist Studies)」によると、6月28日にも5人が同様の被害にあったとされ、あわせて91人となった。

■何百人もの男性に取り囲まれ暴行

現地で女性を守る活動に取り組むボランティアグループの話によると、6月30日午後9時半ごろ、広場近くにいた20代の女性が何百人もの男性に取り囲まれ、脇道に引きずり込まれて性的暴行を受けたという。女性を守ろうとした人々も同様に暴行を受けたとされる。加害者たちは金属チェーンや棒、ナイフやベルトなどで武装しており、被害者のなかには外科的措置が必要で入院した人もいるという。

■「治安の真空地帯」で起きた暴行

エジプト社会では長年、女性に対する「セクハラ」が問題視されてきたが、今回の抗議デモの中での性的暴行の頻発はデモの意義さえも揺るがしかねない重大な事態だ。

デモ参加者によると、混乱に乗じて逮捕・起訴されることはないだろうと考えた暴漢たちが計画的に反抗に及んでいる例があるという。また、女性たちに恐怖心を与えることでデモから排除しようとしたり、反政府運動のイメージに泥を塗ろうとしているのではという意見もある。

「タヒール広場で横行している性的暴行は、エジプトの女性たちが日常的にさらされている暴力に対して、政府や政治家たちが真剣に向き合ってこなかった失策を明らかにするものだ」とHRW中東副局長のジョー・ストークは批判する。また、エジプト当局や政治指導者らに向けて、「広場で起きた恐ろしい性的暴行を徹底的に非難し、緊急措置を取る必要がある」と訴えている。
