フランスが内閣改造、オランド大統領は緊縮財政批判の経済相更迭へ

フランスのオランド大統領は25日、バルス首相に内閣改造を実施し、政権の意向に反して緊縮財政路線の撤回を主張しているモントブール経済相を更迭するよう指示した。

フランスのオランド大統領は25日、バルス首相に内閣改造を実施し、政権の意向に反して緊縮財政路線の撤回を主張しているモントブール経済相を更迭するよう指示した。大統領府は「大統領は(バルス首相に)国家のために定めた目標を支持するチームを編成するよう求めた」との簡潔な声明を発表。

大統領の目標とは、減税で経済を立て直す一方、歳出を削減してゆっくりと財政赤字を抑制していくというものだ。

モントブール氏は24日、2008年の金融危機以降実施されてきた財政赤字削減策はユーロ圏経済を台無しにしており、各国は迅速に方針転換しなければ有権者はポピュリストや過激主義の政党に流れると警告した。

さらにドイツに対して緊縮財政という「妄想」によってユーロ圏経済を破壊していると強烈に批判するとともに、自身と同調する2人の閣僚は職にとどまる意向がないと表明していた。

こうした動きを受けてバルス内閣は総辞職、26日に新内閣を発表する見込みとなっている。オランド大統領の下での内閣改造は今年4月に続いて2回目。

モントブール氏は会見で「全世界はわれわれにこの馬鹿げた緊縮政策をやめるよう懇願している。緊縮政策はユーロ圏をどんどん景気後退の深みへと沈ませ、ついにはデフレをもたらそうとしている。われわれは緊縮政策が財政赤字を縮小させるどころか生み出していることを認める知恵と政治的勇気を持たねばならない」と言い切った。

またモントブール氏によると、アモン国民教育相とフィリペティ文化相も辞任するという。

オランド大統領にとっては今後、モントブール氏ら造反閣僚が議会で勢力を糾合し、改革実行に必要な左派与党内の多数派が切り崩されるリスクがある。

与党に訪れる最初の試練は、来月議会に提出され、年末までに採決が予定される2015年予算案になるだろう。
