ギリシャ国民投票、緊縮策に反対多数で行く先は闇 ユーロ圏離脱は現実となるのか

ギリシャ経済の未来とユーロ圏でのギリシャの立ち位置は不透明なものとなった。

ギリシャ人は7月5日、国民投票で「トロイカ」と呼ばれるIMF(国際通貨基金)、欧州中央銀行(ECB)、欧州委員会による国際債権団から提案された緊急支援を拒否した。債権団は緊急の資金援助の代わりに新たな緊縮財政策を求めていた。今回の投票結果は、2010年以来ギリシャに課せられた財政緊縮への痛烈な批判となった。

「No」陣営の勝利は、トロイカに反対する強力なキャンペーンを行ってきたチプラス首相の大勝利につながる。しかし一方で、ギリシャ経済の未来とユーロ圏でのギリシャの立ち位置は不透明なものとなった。

「最も難しい状況に陥ったとしても、民主主義が脅かされることはない。民主主義こそが支配的な価値であり、前進する方法なのだ」。チプラス首相は7日夜Twitterでこう述べた。さらに、ギリシャは翌週にもヨーロッパ各国と交渉を再開すると表明した。

最終的な投票結果は61.31%が緊急支援策に反対した。60%以上の国民が投票し、法的に有効と規定された40%以上をはるかに上回った。

旗がなびき、「No、No、No」の雄叫びが響く中、「No」に投票した人々は5日夜、アテネのシンタグマ広場に集結し、国民投票の公式結果発表を待っていた。

「これは、ギリシャ人の意志を強く印象付けるものです。そして今度は、ヨーロッパ各国の番です。彼らが私たちの意見を尊重し、手助けをしてくれるかどうかはヨーロッパ各国次第です」。学生のニコス・タラシスさん(23)はロイターの取材にこう答えた。

今回の国民投票は、ギリシャとヨーロッパ各国首脳との白熱した議論の1週間後に行われた。ギリシャの長年にわたる金融支援プログラムは6月30日に更新されることなく期限切れとなった。同じ日に、ギリシャはIMFに返済すべき16億ユーロの債務が支払えずに「延滞」扱いとなった。

ほぼすべての選挙区で「No」が上回った

チプラス首相は数カ月間に及んだ交渉の後、債権団が緊急支援の見返りに要求した新たな歳出削減要求について、双方の相違点が明確になった6月27日、突如国民投票を行うことを表明した

チプラス首相はこの1週間、ギリシャ国民に緊急支援策に反対するよう呼びかけ、「No」に票を投じること、これから行われる交渉でギリシャの立場が強くなると主張していた。

チプラス首相は5日、カメラを前に投票所で「No」に投票し、「誰も自分たちの生活を自らの手で決めるという人々の意志を無視することはできない」と述べた。

現在は最大野党「新民主主義党(ND)」党首のアントニス・サマラス前首相は国民投票終了後、党首を辞任すると表明した。

一方、緊急支援策に「Yes」と投票するよう強く呼びかけていたヨーロッパ各国の首脳は今回の結果を受けて「ギリシャには選択肢は残されていないが、ユーロ圏に残る方法はある」と述べた。

欧州議会のマーティン・シュルツ議長は5日、ドイツのラジオで「No」が優勢となったらもうひとつの通貨を導入しなければならないと述べた。シュルツ議長は「ユーロは支払手段として利用できなくなるのだから、ギリシャは国民投票の後、もう一つの通貨を導入しなければならなくなるだろう」と語った。

しかし国民投票では、ギリシャの有権者たちはヨーロッパの緊縮要求はもう十分だという明確なメッセージを送った。

「もしヨーロッパ各国がギリシャに自立を求めるのなら、こんなに厳しい緊縮策を押し付けないでほしい。そうでないと自立なんてできません」。イアニス・ゴーベシスさん(26)さんはAP通信にそう語った。「私たちはもうこれ以上緊縮財政を望んでいません。厳しい緊縮はこの5年間で経験してきたことですし、多くの人が貧困層に陥ってしまいました。私たちは単に、もうこれ以上緊縮財政を受け入れられないのです」

いつ、どのようにしてギリシャと債権団が交渉を前進させるかは見通しが立っていない。ロイターによると、ギリシャ政府高官は5日、すぐに交渉を再開させる意向を表明したが、EU高官はすぐに会合は開催しないと否定した。

ドイルのアンゲラ・メルケル首相とフランスのオランド大統領は8日に緊急首脳会合を開催し、金融危機について協議するよう呼びかけた。両首脳は6日にパリで仏独両国の対応を協議する。

ロイターによると、投票結果のニュースが流れた後、ユーロが急落した。

国民投票の結果によって、ギリシャ経済の見通しは極めて不明瞭となった。銀行の大半は1週間にわたって閉鎖され、金融システムの崩壊を防ぐために資本規制が実施された。スーパーマーケットやガソリンスタンド、ATMには長蛇の列ができた。高齢者の中には、年金の支給を受けるために何日も銀行の入り口で待ち続けた人もいる。

さらにこれから先は不透明になる。ギリシャ国立銀行のルーカ・カッツェリ総裁は3日、ECBが新たな資金提供を行うか、あるいはギリシャ国内のATMを投票後数時間以内に引き出しの上限額の削減がなければ、投票終了後数時間でATMの資金は枯渇すると警告した
