デモ、「政治代表システムに機能不全がある限り続く」 映画「首相官邸の前で」監督の小熊英二さんに聞く

「デモ」を追いかけた記録映画「首相官邸の前で」が、19日から東京都内など全国で順次公開される。監督した慶応大学教授の小熊英二さんに、ハフポスト日本版がインタビューした。

安全保障関連法案に反対するデモが各地で行なわれている中、「デモ」を追いかけたドキュメンタリー映画「首相官邸の前で」が9月19日から東京・渋谷アップリンクほか全国で順次公開される。慶応大学教授で歴史社会学者の小熊英二さん(53)が、企画・製作・監督した。

作品は、東日本大震災の後、脱原発デモが広がり、野田佳彦首相(当時)との対面にまで至った2011~12年の原発再稼働反対を訴えた動きを追いかけた。2012年の夏には、20万人もの人々が首相官邸前を埋め尽くした。作品は、デモの様子をとらえたインターネット動画と、参加者ら8人へのインタビューで構成。撮影・編集担当の石崎俊一さん(31)と2人で作った。

脱原発デモは今も続き、秘密保護法や安保法制に反対するデモにつながった。小熊さんはハフポスト日本版とのインタビューで、「20世紀型の政治代表システムは機能しなくなってきている」と語り、これからも人々がデモを開き、政治に対して意思表明をしていくだろうと述べた。

小熊英二(おぐま・えいじ) 1962年東京生まれ。出版社勤務を経て、慶応大学総合政策学部教授。福島原発事故後、積極的に脱原発運動にかかわる。2012年の著作「社会を変えるには」で新書大賞を受賞。ほか「生きて帰ってきた男―ある日本兵の戦争と戦後」「〈民主〉と〈愛国〉」など 。

インタビューに答える小熊英二さん=東京都千代田区

――まず、この作品をつくったきっかけを教えてください。

2014年の初めにメキシコの大学で講義をしたとき、福島原発事故の後の東京の状況を話しながら、インターネットに上げられた画像を見せました。すると、「全然知らなかった」という反応が多かったんです。当時の脱原発デモについて社会学の立場から分析した本は2013年に出したのですが、映像の力は強いと実感しました。しかし、これだけ巨大なことが起こったのに誰もまとまった映像記録を残していませんでした。映像としてまとめないと分かってもらえないこともあると思い、自分でやることにしました。

――作品では、原発事故後に脱原発デモが拡大し、小熊さんらデモ参加者が野田佳彦首相との対面にまで至りました。

映画にも描いた2011年4月の高円寺(東京)でのデモからその後の官邸前抗議まで、ずっと参加していました。しかし当初は、あそこまで拡大するとも思っていなかなったし、最終的に国内のすべての原発が止まるとも思っていませんでした。私はめったに驚かない人間なのですが、これには驚きましたね。

メキシコで上映会をやってもらいましたが、野田首相と面会した様子を見たメキシコ人は、「首相に会うなんてメキシコでは考えられない」と言っていたそうです。そして民主党政権は、「2030年代に原発ゼロ」の方針を決定しました。デモだけでこれが実現したとは思いませんが、日本の運動は、客観的にみればそれだけのことをしたということです。

――市民の民主主義の動きが、ある種、政治を動かしたということでしょうか。

そう考えていいと思います。というか、それ以外の形容はできないでしょう。ちょうどその時期は、エジプトやニューヨークなど、世界で運動がいろいろ起こりました。昨年には台湾や香港でも起きました。私からみれば、東京の運動もその一部です。そしてその中でも大きく、かなり成功したものです。客観的にみれば、ニューヨークのウォール街占拠より大規模だったし、香港の「雨傘革命」よりは成功した運動だった。

それにもかかわらず、日本の中でさえよく知られてなく、いわば現代史の「穴」になっていました。他の国で映写すると「何でメディアは報道しなかったのか」「政府と癒着しているのか」などと聞かれます。

■安保法案に反対する国会前デモ、運動の蓄積と変化を感じる

――政治への意思を表明する新しい方法が生まれ、民主主義が変化してきたのですか。

「新しい」はともかく、変化はしています。世界のどこでも、20世紀型の政治代表システムは、21世紀社会の変化に追い付けず、機能しなくなってきています。ついでにいえば、20世紀型のメディアのシステムも、社会に追い付いていない。だから、いろいろ抗議の声が起きています。それをどう評価するかは意見が分かれるでしょうが、映像作品として形にして、よかったと思います。

――今後、人々が何か不満を抱えた時、デモをするという機会が増えてくるのでしょうか。

先ほど述べた機能不全がある限りは、基本的にはそうなると思います。世界中がそうです。日本だけ特別ということはないでしょう。もちろん、毎週何万人もがデモに集まるという状態が長く続かないのは、これも世界共通です。しかし、いったん収まっても、また起きるでしょうね。

――現在、国会で審議中の安保法案に反対する国会前デモが起きています。

蓄積と変化を感じます。メディアに関してだけいえば、2011年には、こういったデモはあまりニュースとして取り上げられませんでしたし、どう取り上げたらいいのかという雰囲気だったと思います。しかし今では、担当の記者を付けたり、連載をやったりしていますね。つまりは、ここ数年の蓄積が変化を作り出したということでしょう。

■作品は、「日本市民社会の総合力」を示している

――ところで、映画作品を作るのは初めてですね。

そうです。それまで、映画を作るなんて考えたこともありませんでした。でも、作らなければいけないと思ったし、どういうものを作るかの明確なイメージもあったし、協力してくれる人もたくさんいました。だから、作れるという確信は最初からありました。

――作品を作る際に大変だったところはどの点ですか。小熊さんが出資もしていますが。

たいして困難はなかったです。ネット上の映像を作品に使わせてもらうための協力依頼が大変かなと思ったけれど、意外とスムーズでした。私がこの運動に参加していることはけっこう広く知られていたし、みんな信頼してくれました。そういう信頼があるから、みなさん無料で提供してくれました。提供された映像の質の高さはご覧になればわかります。そういうことすべてが、「日本市民社会の総合力」を示していると思います。

――作品では、それぞれ異なった立場の8人にインタビューをしてもいます。中では、事故当時の首相だった菅直人さんにも話を聞いています。

政治家のいうことは信用できないという意見もあると思いますが、予想以上に率直に話してくれました。菅さんは首相だったのですから、事故とその後の対応についての責任はあります。しかし彼は原子力の専門家ではないし、頼るべき専門家は「安全です」と「想定外でした」としかいわない。その状況では、誰が首相でも、あれ以上の対応は困難だったろうと思います。逆にいうと、対処できる体制のないものを動かしていた、ということです。

――上映のあと、議論の時間を設けるんですね。

映画のあと毎回、観客どうしで率直な感想を話し合ってもらおうと思っています。他愛ない感想でも、否定的な意見でもいいんですよ。見た後に、何か言いたくなる映画だと思いますので。

東京・渋谷のアップリンクでは、9月19日~25日の午前10時30分から上映する。
