過激派組織IS（イスラム国）を名乗るグループが8月26日、5人の少年兵が捕虜を射殺している動画を公開した。
テロ活動の分析を行っている「SITE Intelligence」によると、この動画に登場している少年たちはイギリス、エジプト、クルド、チュニジア、ウズベキスタンの出身。また動画が撮影された場所は、ISが支配するシリア北部の都市ラッカであることが確認されている。
動画では、疲れ切った少年たちが捕虜を射殺しているのが確認できる。
ISが少年たちをグループに加え、残虐な行為を行わせていることに関しては、これまでに多くの証拠によって裏付けられている。2016年の2月には、ISが戦闘で死亡した88人の少年兵を賞賛したことをCNNが報じている。その少年兵の大部分はシリアとイラクの出身だった。
ドイツの週刊誌「デア・シュピーゲル」は7月、2人のイラク出身の少年がISに捕らえられ、少年兵訓練キャンプで訓練を受ける記事が掲載された。捕えられた少年たちは銃やその他の武器の使い方の訓練を受け、また彼らに斬首のやり方を教えるため、ISの兵士が少年たちの目の前で捕虜を斬首したこともあった。
この兄弟のうちの1人は、隠れて携帯電話を使って母親に連絡したことが見つかったために殴打された後、ISから脱出した。彼は、ISの兵士から与えられた薬の錠剤を飲むことで、暴力的な生活に慣れるようになったと話している。この薬はカプタゴンという商品名で販売されている向精神薬「フェネチリン」とみられており、ISは兵士の高揚感と万能感を高めるため、この薬を好んで使っている。
デア・シュピーゲルによると、現在はイラクとシリアで1500人の少年たちが少年兵としてISに参加している。2015年にアメリカが主導する対ISの空爆作戦が始まると、ISはプロパガンダの動画に子供たちを登場させることが多くなったと、専門家はデア・シュピーゲルの取材に答えている。
ISは本拠地から離れ、少年兵部隊を作る拠点も作っているようだ。11月に公開されたPBSのドキュメンタリー「Frontline」では、アフガニスタンの東部を占拠したISの戦闘員たちが、少年たちに武器の使い方や異教徒だとする人間を殺す方法を教えている場面が登場している。
