軽自動車税が上がる?

『自動車取得税』を引き下げる代わりに、『軽自動車税』など車の排気量に応じて課税する『自動車税』の値上を、総務省が検討していることが8月22日に明らかになった。中國新聞が報じた。

『自動車取得税』は自動車を購入する際に課される税金で、取得価格の5%を収めるもの。2013年度は、1900億円の税収が見込まれている。経済産業省はこの税率を、現行より3%引き下げるよう総務省に求めるという。

しかし『自動車取得税』は平成25年度与党税制改正大綱で、消費税率が10%へ上がる時点で廃止が決まっいる。総務省は今年5月より『自動車関係税制のあり方に関する検討会』を設置し、有識者を交えて代替財源のあり方を議論してきた。

同検討会では、排気量660cc以下の軽自動車を保有する人が毎年納める『軽自動車税』についても多数の意見が出た。『軽自動車税』は1台あたり7,200円の課税額なのに対し、660ccを超える普通車では、1,000cc以下の小型車であっても、年間2万9,500円が課税されるという開きを指摘したものだ。

同検討会で出た意見の一部を紹介しよう。

「軽自動車の1台あたり7,200円という税率はいかがなものか」

「小型自動車と軽自動車とは、実態として排気量以外はそんなに違わないので、税制上そこに線を引く意味はないのではないか」

「自動車税では登録情報は電子データで提供されるが、軽自動車税では手作業で入力しているなど、自動車税よりコストがかかる一方で税率が低い」

「軽自動車は、地域の足として大変大事な機能を果たしているとは思うが、他の類型の自動車が頭打ち、あるいは減っている中で軽自動車が増えているということは、他の自動車と使い方、所得、購買層が代替的になってきているのではないか」

「小型自動車であれ、軽自動車であれ、走行距離から言えば、営業用は自家用に比べてはるかに走り回っていると思われるため、例えば道路損傷負担金的な性格のところは、もう少し共通にするなど、自家用・営業用の格差については、今後の議論の中で考えていく必要があるのではないか」

なお、同検討会の意見では排気量50ccのバイクについても、意見が出ている。

「原付については、非常に徴税コストがかかっており、登録段階で税を取ることができれば、徴税コストを下げることにつながるのではないか。」

「新しい自動車税の課税標準として、CO2の排出量をもとにした場合、例えば50ccのバイクのCO2排出量は非常に少ないと思われるので、現在の1,000円という税率の負担の水準は確保できないのではないか。」

これらの、自動車増税の検討に対しては、インターネットでは批判的な意見が上がっている。
