北朝鮮による事実上の長距離弾道ミサイルの発射実験を受け、対抗措置として発表した開城(ケソン)工業団地の中断に、波紋が広がっている。

韓国政府が2月10日に中断を発表したことに、北朝鮮は強く反発した。2月11日、開城工業団地を封鎖し、軍事統制区域にすると宣言。韓国側の人員にこの日午後5時までに退去するよう命じ、設備などの資産を全面凍結するとした。

開城工業団地は2000年の南北首脳会談で、韓国の金大中大統領(当時)と北朝鮮の金正日総書記が南北間の経済協力に合意したことに伴い、2003年に着工、2004年から順次、試験操業を始め、2007年に本格的に操業した。南北の軍事境界線から北側約5kmの北朝鮮領内にあり、約3.3平方キロの工業団地に124の韓国企業が入居している。入居企業が北朝鮮労働者を雇用し、賃金を支払う方式で、人件費などで北朝鮮側に年間1億ドルの現金収入をもたらしている。

南北の経済協力の象徴的な事業として推進され、2000年代後半から韓国の保守的政権が続いて南北関係が悪化しても、操業は続けられた。金正恩第1書記がトップに就いた後の2013年には、北朝鮮側が労働者を退去させ、約5カ月、操業が中断したことがある。ただ、韓国側から中断したことはなかった。

なぜ今になって突然、一方的に韓国側から中断したのか。アメリカのケリー国務長官が12日、「勇気ある重要な措置だ」と評価するなど、アメリカの意向も強く働いたとみられるが、金大中、盧武鉉政権の時代に開城工業団地の事業を推進した野党は、激しく反発しており、与党は釈明に追われている。

70%が、党書記室に上納されている

韓国統一省は2月14日、以下のような覚書を発表し、北朝鮮の労働者に支払った賃金の70%が朝鮮労働党「39号室」に上納され、核・ミサイルに使われていると主張した。

  • 北朝鮮が獲得した外貨は朝鮮労働党「39号室」と書記室に保管され、核・ミサイル開発および国内統治、ぜいたく品の購入に使われていると把握されている。
  • 開城工業団地から北朝鮮労働者への賃金と諸費用は、アメリカドルの現金で支払われており、北朝鮮の労働者ではなく北朝鮮当局に渡され、最終的にはその他の外貨と同じルートで管理されていると把握されている。
  • このうち70%が、党書記室に上納されていると確認されていると、様々な経路を通じて把握している。
  • 北朝鮮の労働者には、韓国企業が支払うアメリカドルの現金ではなく、国内通貨「北朝鮮ウォン」と、生活必需品の購入に使われる「物票」の形で一部のみ支払われているのが現実だ。

しかし、野党から「開城の金が核・ミサイル開発に流れているという証拠を示せ」と迫られた洪容杓(ホン・ヨンピョ)統一相は15日、「様々なルートを通じて調べると、開城工業団地で支払われる資金の70%程度が、党書記室、39号室に流れていると考えており、それに対する憂慮があると言っただけ」と、発言をトーンダウンさせた

124社はほとんどが繊維、食品などの中小企業だ。11日の北朝鮮の退去命令を受け、開城と韓国側をつなぐ高速道路は、製品や日用品を屋根にまで積み上げて韓国に引き揚げるトラックの列が続いた。

開城工業団地内で金属加工業を営んでいた社長にとって、韓国政府の中断発表は寝耳に水だった。翌朝「4時間以内に退去せよ」との北朝鮮の通告を受け、駐在員2人がトラック2台で、加工済み製品を詰めるだけ積んで退去した。朝鮮日報の取材に「開城工業団地は、延坪島の砲撃戦(2010年)のときも中断しなかったのに」と、韓国政府の対応を批判した。

韓国政府は、入居する企業の損失を補塡する意向を示している。しかし社長によれば、2013年に北朝鮮が5カ月間中断させたときも、100億ウォン(約9億1600万円)程度の損失が出たというが、韓国政府からの補塡は事実上なかったという。

1350人の北朝鮮労働者を雇っていた。1人あたりの平均月給は180ドル(約2万円)。「賃金の割に本当に良質な労働力だ」と話す社長は、「同じ民族が難民のように暮らしているのがとても辛かった。最初は私に敵対感を示していたが、時間がたつと、あいさつもきちんとするようになった」と評価する。

「既に核・ミサイル実験をしていた。その対応を急ぐ必要はなかった。明日すぐに戦争するということでもないのに、被害を最小限に食い止める余裕を与えてほしかった。我々も税金を納める韓国民だ。政府は国民の財産権を保障しなければならないのではないか」

韓国紙・中央日報の緊急世論調査では、北朝鮮への「制裁効果がある」という回答は52.9%で「ない」の45.4%を上回った。一方で開城工業団地の「再稼働が必要」とする意見も56.6%と、「必要ない」とする40.9%を上回っている。
