記録的豪雨による鬼怒川の決壊によって浸水被害に見舞われた常総市で、9月14日、ボランティアセンターが立ち上がった。常総市社会福祉協議会によるもので、近隣市町村の住民を対象に、ボランティアを呼びかけている。
茨城県のホームページによると、対象は原則18才以上。募集人員は540名で、支援物資の仕分けや被災家屋の片付け・整理・清掃、避難所の運営支援を行う。土日祝祭日にも、活動する予定だ。現地には駐車場がないことから、専用の駐車場まで、車で来てほしいとしている。
なお、国際医療NGOの「AMDA（アムダ）」の谷佳世事務局長補佐は、水害ボランティアの心得として「水害ごみに汚物が混じっており、衛生環境は悪い。乾燥した泥の粉じんを吸い込み気管支を痛める可能性がある。体調管理に十分注意してほしい」と話した。
ボランティアセンターではホームページ上で、持ち物の一覧（PDF）を公開。「暑くても長袖」、「軍手はNG」など、気をつけたい点を紹介している。
