韓国軍、自殺の責任逃れに占い・巫女まで動員?

軍隊内の自殺は大部分が、過酷な行為に耐えきれないケースだ。しかし韓国軍当局は暴力行為を立証するより、内密に隠蔽しようとする。最近では軍部隊内の自殺を立証するため、占いや水脈、巫女や四柱八子などの迷信を動員し、さらに遺族の怒りを買っている。

軍隊内の自殺は、大部分が過酷な行為に耐えきれないケースだ。しかし韓国軍当局は暴力行為を立証するより、内密に隠蔽しようとする。最近では軍部隊内の自殺を立証するため、占いや水脈、巫女や四柱八子などの迷信を動員し、さらに遺族の怒りを買っている。

2001年、陸軍22師団で兵士が自殺した。遺族が受け取った息子の遺品には「今年急死する運命にある」と書かれた占いの紙が入っていた。調べてみると、その占いの結果は、該当部隊の大尉が金を払って作った「偽占い」だった。

自殺した二等兵の父は3月5日、宗教放送CBSの「キム·ヒョンジョンのニュースショー」に出演して「部隊に配属されてから13日後に死亡事故が起きたので、軍隊の前で座り込みを始めた」と述べた。「座り込みの間『今年、誤死の相があり、自らの事故で2月に急死』と書かれた紙を(大尉が)渡した」と話した。

将校は父親に「私達が占ってみたら、今年2月に死ぬ相が出ていた。まさに当たっているではないか。だから座り込みをしないで家に帰れ」と言った。ところが、占い師を探し出して再び占ってみると「とてもいい運勢だ」と出た。なぜ結果が異なるのかと尋ねると、占い師は「軍服を着た人が来て、『今年で死ぬ相が出ていると書け』と言われた」と言われたという。

陸軍本部は、結局、死亡12年後の2013年4月16日付で、故人の殉職処理を棄却した。

これだけではない。上官のセクハラや苛酷な行為で自ら命を絶った、いわゆる「呉大尉事件」の裁判の過程で、部隊側が巫女を呼んで遺族に加害者への善処を促したという疑惑が遺族から提起された。

KBSによると、呉大尉が勤務していた部隊では、裁判所の現場検証が行われた2月25日、副師団長が遺族側の弁護士を退出させた後、こう切り出した。

「四十九日法要を執り行ったとき、巫女が『加害者を許してやれ』と言ったそうです。私(呉大尉)は元気でやっているからと」

呉大尉の魂が降臨した巫女の言葉に応じて部隊で供養を執り行ったといい、部隊側が呉大尉の霊を口実に、加害者への善処を遺族に勧めたのだ。部隊の副師団長は「落ち込んでいるご両親を元気づけようと話をしたのであり、告訴を取り下げるように言ったこともない」と釈明した。

部隊内で自殺事件が相次ぎ、僧侶を呼んで水脈を見た例もある。

2011年12月、キム一等兵(当時20歳)ら、同じ部隊で3件の自殺・事故が相次いだ。部隊の責任者だった大佐(旅団長)は2012年春、金一等兵が首をつった状態で発見されたトイレに僧侶を呼び、水脈が来ているか確認した。

大佐はのちに、キム一等兵の弔慰金290万ウォンを横領したことが明らかになった。キム一等兵の自殺と、これに対する軍の捜査の過程を見ると、過酷行為の隠蔽や記録の改ざん、虚偽の陳述強要など、より深刻な疑惑が次々浮かんでくる。最初の発見時「キム一等兵は息があった」と多くの仲間たちが証言している。しかし、緊急輸送など軍の対処が遅れたという証言も出ている。

ハンギョレ新聞によると、この事実はキム一等兵の同僚が告白して明らかになった。

キム一等兵自殺事件

陸軍首都機械化歩兵師団26旅団本部中隊所属のキム一等兵(当時20歳)は、2011年12月4日、部隊のトイレで首をつった状態で発見された。キム一等兵は入隊直後、服務不適応(自殺の兆候)などの判定を受け、いわゆる「関心兵士」に分類され、特別な管理を必要とされていた。しかし、先輩の一等兵はキム一等兵を眠らせずにに罵倒するなど人格を冒涜した。部隊の幹部はこの事実を知っても、キム一等兵と内務班を別にしただけで、全兵士60人余りの小さな部隊でキム一等兵は、その後もいじめを受けた。

キム一等兵は、うつ病の治療を受けている途中で自殺した。軍の捜査機関は、うつ病の悪化で自殺したとだけ結論づけ、キム一等兵の両親もこれを受け入れ、解剖もせず葬儀を終えた。しかし、キム一等兵の別の先輩が2012年11月「殺人を傍観した」と告白した。

遺族の苦情申し立てを受けて調査した国民権益委員会は先月24日、金一等兵を殉職処理するよう国防部に勧告した。

権益委の調査では、旅団長が金一等兵の弔慰金290万ウォンを横領し、憲兵隊など部隊幹部らに会食費として渡した事実も明らかになった。(ハンギョレ新聞2014年03月04日)

■1万3000人の軍隊内自殺、国防部「責任追えない」

韓国軍創設以来、死亡した兵士のうち、軍の捜査当局が自殺と結論づけたのは約1万3000人だ。しかし国防部は、1件たりとも軍の責任を認めていない。

2009年に活動を終えた軍の疑問死真相究明委員会が、自殺・事故死と結論を出した579件のうち「真相究明不能」として処理した事例は48件、部隊の幹部が主導して隠蔽・改ざんしたと結論づけられた事例は11件にのぼる。

国民権益委が最近発表した陸海空軍の殉職処理現況資料によると、一昨年7月から昨年6月までに自傷行為で死亡した軍人41人のうち、4人だけが殉職処理された。全体の9.7%に過ぎない比率だ。特に陸軍は30人中1人で、殉職認定率3%だった。
