三重県伊賀市は2月16日、申請があった同性カップルに対し「パートナー」と認める制度を4月から始めると発表した。同性パートナーを認める公的書類の発行は、2015年11月に受け付けを開始した東京都の渋谷区、世田谷区に次ぐ全国3例目となる。朝日新聞デジタルなどが報じた。
渋谷区のように条例を定めて「証明書」を発行する方式ではなく、条例化していない世田谷区と同様の方式を採用した。兵庫県宝塚市も６月からこの方式で制度を始める方針だ。
条件はカップルが共に２０歳以上で既に同居しているか、同居を予定していること。市内のＬＧＢＴの人数や同性カップルの数は把握していないという。

世田谷区の制度との違いは、本人の確認手段。地元ニュースサイト「伊賀タウン情報 YOU」によると、宣誓書の提出時に、住民票と本籍地の独身証明書が求められる。

この他、カップルのうち1人が市内に転入を予定していることが条件で、市外への転出やカップルを解消した場合には、市に届け出なければならない。
なお、同性パートナーシップ制度については、兵庫県宝塚市も6月の導入を目指している。
