Mandela death: How a prisoner became a legend

獄中のネルソン・マンデラが、アパルトヘイトに反対する世界的な運動の顔となっていたころ、南アフリカではマンデラの写真を公開することが禁止されていたため、国民は彼がどんな姿をしているかよく知らず、神話的なイメージを作り上げていったと作家ウィリアム・グメデは述懐します。

ネルソン・マンデラは、1980年代はじめにアパルトヘイト政策に反対して吹きさらしのロベン島の刑務所に囚われていたころに、健康診断のために本土のケープタウンに連れて行かれたときのことをよく話していました。

マンデラが数分でいいから浜辺を散歩したいと頼むと、看守は気前よく許してくれました。世界で最も有名な政治犯だったマンデラでしたが、浜辺を歩いていても無名の人同然でした。1960年代前半から収監されていて、写真の公開や出版が禁じられていたマンデラの見た目を知っている人はほとんどいなかったからです。

その日、浜辺で彼に目を向ける人は誰もいませんでした。「わたしがネルソン・マンデラです」と突然叫んだらどうなるだろうと思ったと、マンデラはのちにいたずらっぽく目を瞬かせて語りました。

当時、人々の心に刻まれたマンデラの姿は20歳の時のものでした。1962年に刑務所に連れて行かれる前に撮影された挑戦的な活動家の写真のイメージです。

刑務所では、肉親者など数少ない限られた面会者にしか会うことができませんでした。釈放された同房者たちがその姿を伝えようとしましたが、はっきりとは伝えることができませんでした。

そのような厳重な警備がしかれていたため、1980年代にはロベン島からマンデラの最新の写真をこっそり持ち出すのは、どんな人にも不可能に思われました。

そのころには、マンデラは世界で最も話題に上る人物のひとりになっていました。しかしアパルトヘイト下の南アフリカでは、ほかのアフリカ民族会議の活動家同様、彼の言葉や教えを広めることは禁止されていました。

禁止命令を破った者には、厳しい罰が科せられました。マンデラの写真を持ち歩いたり、彼の名前を口にしているところを聞かれたりすると、拷問され、刑務所に入れられる可能性があったのです。

マンデラに関する書物は、テロリストとして描いている場合を除いて禁じられました。メディアは、彼について報じたり、写真を使ったりすることを止められていました。

このような規制を受けた囚人はマンデラだけではありませんでしたが、彼の写真や言葉、名前を抹消しようとする国のやり方が、活動家たちのマンデラへの尊敬の念をますますかきたてることになりました。

この沈黙の強制は、結果的に、南アフリカや国外で1970年代後半から1980年代前半に活動を始めた新たな世代の反アパルトヘイト活動家たちの関心を抑えることはできませんでした。

1960年代前半のアパルトヘイト政権によるアフリカ民族会議の多くの最高指導者たちの長期にわたる収監、中堅リーダーたちの追放や拘留、そして恐怖をあおる容赦のない政策は、アフリカ民族会議の存在そのものを脅かす大打撃でした。

そのため1960年代後半に、アフリカ民族会議の海外支部は反アパルトヘイト活動の方向性を変えることにしました。活動に新たな勢いとエネルギー、目標を与えるため、世界的な運動を始めたのです。

そしてネルソン・マンデラは新たな世界的運動の顔となりました。彼の解放が、反アパルトヘイト運動の中心的な柱になったのです。

1962年8月5日に逮捕されたとき、マンデラはアフリカ民族会議の最高指導者ではありませんでした。せいぜい、アフリカ民族会議の書記長ウォルター・シスルや副議長オリバー・タンボの次くらいの位置にいました。しかしアフリカ民族会議の顔に抜擢されたことで、マンデラ自身もナンバーワンに昇格する結果となりました。

西側諸国でのマンデラ解放運動は、世界中のメディアを使った最も効果的な運動のひとつになりました。また、最もファッショナブルな主張のひとつでもありました。哲学者のバートランド・ラッセルやシモーヌ・ド・ボーヴォワール、小説家のイリヤ・エーレンベルクなど、世界的に著名な人物たちが運動の賛同者に名前を連ねました。

アフリカ民族会議は、海外の関連団体がそれぞれの国の状況やニュアンス、抗議運動に応じて活動を変化させることをある程度認めていました。

英国では、反アパルトヘイト運動をしている団体が、毎年「マンデラに自転車を」というイベントを主催していました。オランダでは南アフリカのクルーガーランド金貨に対抗してマンデラコインを発行しました。アメリカでは俳優のビル・コスビー率いる委員会が「アパルトヘイトの牢獄のカギを開けよう」というキャンペーンを実施しました。

世界各地でのマンデラ解放運動が大変な盛り上がりを見せたため、1978年、南アフリカのアパルトヘイト政権で首相を務めていたバルタザール・フォルスターは、世界がマンデラを南アフリカの黒人の「真の」リーダーとみなしていることを嘆きました。

1980年代半ばには、ブルース・スプリングスティーンやマイルス・デイビスなどのミュージシャンたちが、反アパルトヘイト運動に輝きを添え、彼らの歌「フリー・ネルソン・マンデラ」は、英国でトップ10に入るヒットとなりました。

沈黙を強いられた世界的な政治家マンデラのイメージは定着していきました。しかし南アフリカでは、彼のトップへの上昇は異なる道をたどりました。

長期化する投獄生活の中で、マンデラは沈思するようになりました。

ロベン島に収監されたころ、マンデラはこう書いていました。「刑務所では、時間と向き合うことになる。これほど恐ろしいことはない」

過小評価されたアフリカ民族会議の指導者のひとり、ウォルター・シスルの指導の下、マンデラは「怒りと無力感」を克服しました。

マンデラの武器は、実際的な考え方ができるところと、あふれる熱意にあります。彼がほかの収監者たちと違ったのは、新たな考え方を受け入れることによって、過激に走る若い仲間たちの心を和らげて寛容にし、アフリカ民族会議に対立するイデオロギーを持つ人たちの中から活動家を見つけ出す賢明さがあったことです。

こうして新たに考え方を変えた人たちがやがてロベン島から解放され、マンデラの考えを外の人たちに広めていきました。

1980年代前半、わたしたち黒人学生活動家にとって、マンデラはまだアフリカ民族会議の軍事組織「ウムコント・ウェ・シズウェ(民族の槍)」を作った急進的な「黒ハコベ」のひとりでした。

南アフリカの外では、政治家らしい人物像が知られるようになってきていましたが、しかし言論の自由が欠如したアパルトヘイト国家におけるマンデラ像は、1962年8月5日に彼が国家反逆罪未遂で逮捕された瞬間で止まったままでした。

まさにこのマンデラ像こそが、1980年代に政治に目覚めたわたしたち急進的な高校生にとって魅力的であり、1984年から1985年までの学校ストライキを後押ししたのです。

果敢な抵抗が、わたしたちの本質的価値でした。教師や親たちがアパルトヘイト政権に従順すぎると考え、わたしたちと同じように政権に反抗すべきだと主張しました。

若かったわたしたちは、アパルトヘイトや白人による抑圧の象徴を攻撃しました。警察や軍隊に石を投げ、燃えるタイヤで道をふさぎ、アパルトヘイト政府を支援していると思われる企業の配達車の積み荷をコミュニティに「再分配」しました。

アフリカ民族会議の幹部や、デズモンド・ツツ大司教をはじめとする反アパルトヘイトの指導者たちは、このような動きに不賛成の意を表明しましたが、ウィリアム・ゴールディングの『蝿の王』のように、もう主導権は我々若者たちのところにありました。教育だけでなく、わたしたち自身の成長に関しても。

わたしたちのスローガンは「解放なくして教育なし」、「勝利か死か」、「真の指導者マンデラの解放を」でした。

わたしたちは支部に分かれ、秘密裏に集まりました。そして支部の中でマンデラやアフリカ民族会議、世界中で行われている闘いから得られる教訓について話し合いました。

マンデラの名前や写真を使うのには、厳しい罰則の危険がありました。しかしそれを実行することが、反アパルトヘイト活動家の抗議行動となりました。わたしたちは逮捕や拷問の危険を承知の上で、マンデラの顔がついたTシャツやバッジを身に着け、旗を掲げました。

アパルトヘイト政権の警察は黒人コミュニティにスパイ網を張り巡らせていて、教会での礼拝や学校やコミュニティでの集会でマンデラの名を口にした人がいればすぐに知らせるようになっていました。

1985年、学生による反対運動が最高潮に達したころ、10代の反アパルトヘイト活動家の仲間が高校で逮捕され、マンデラの顔が描かれたマグカップを使った罪で30日間の実刑判決を受けました。

別の仲間は、学校の制服に「マンデラ解放を」と書いたとして3日間収監されました。

わたしは、ぼろぼろのカンバス地の通学カバンに「教育の前に解放を」と書き、あまり上手でもないマンデラの絵を描き添えたとして、アパルトヘイトの時代に警察が持ち歩いていた南アフリカの伝統的な革の鞭で打たれ、蹴られ、打擲されました。

しかし、マンデラ解放を叫んだのは、わたしたち学生が最初ではありませんでした。

1980年、ヨハネスブルクの黒人向け新聞『サンデー・ポスト』の編集者であるパーシー・コボザが、マンデラ解放を求めるキャンペーンを地元で始めました。その声が広がり、当局によって強いられた沈黙を破って、マンデラの名が再び南アフリカ国内で聞かれるようになりました。

『サンデー・ポスト』が発起人となったマンデラ解放の陳情書には、禁止された人物を応援した罪で起訴される危険を受け入れ、約8万6千人が公式に署名しました。

マンデラ解放キャンペーンは、少数の白人による支配を覆すという共通の目的のために、まったく立場の違う多くの人たちが統一民主戦線(UDF)の名のもとに団結する接着剤の役割を果たしました。

国連反アパルトヘイト特別委員会で委員長を務めたエヌガ・スリニワスル・レッディは1988年にこう書いています。「マンデラの解放が、南アフリカの多様な人々を結びつける関心事になった。さまざまな支持者を持つすべての黒人指導者、そして一部の白人指導者たちが、支援を表明した」

統一民主戦線はマンデラ解放のために、さらに力強い国内キャンペーンを新たに開始し、国民党政府がマンデラを解放するまで南アフリカに平和は訪れないと明言しました。統一民主戦線の活動家たちによって、一夜のうちに「マンデラ解放」委員会が全国の地域、町、村に設置されました。

マンデラへのわたしたちの好奇心は膨らむばかりでした。

ロベン島から解放され、秘密の会議に出席してマンデラからのメッセージを内々に伝えていた同房者たちは、マンデラの考え方について質問攻めにあいました。

運よくマンデラに会ったことがある人たちは、それがたとえロベン島で遠目で見ただけでも、ましてや実際に顔を合わせて話をしたとなれば、若い活動家によって王族のような扱いを受けました。

最新情報に飢えている人たちにとって、島の刑務所を訪れる弁護士は特に豊富な情報源でした。

海の向こうの島の刑務所にいる間に、間違いなく南アフリカの人種差別的政府との闘いの顔となったマンデラは、閉ざされた刑務所の中で、組織が体現するものについて洞察を得るために何十年にもわたる苦闘を続け、同房者たちに受け入れられました。

ロベン島で、マンデラは長い服役期間の中で信念を失ってしまった活動家を支えるためのリーダーシップ構造を作ることにしました。「ハイ・オーダー」と呼ばれるその構造は、マンデラと、のちに南アフリカ大統領となるタボ・ムベキの父ゴバン・ムベキとさらに2人からなっていました。マンデラはスポークスパーソンに選ばれました。

1987年にロベン島から解放されたのち、ゴバン・ムベキはマンデラがこれほど国際的に有名になり、高い地位に上るとは「[島では]だれも想像できなかった」と語りました。

島の刑務所にいる間、ムベキはマンデラの強力なライバルでした。投獄されるまで、ムベキはアフリカ民族会議の有力者であり、マンデラよりはるかに上の地位にいました。

ムベキはのちに、マンデラとは多くの問題について「意見が衝突した」と認めています。

ムベキはアルバート・ルツーリとアフリカ民族会議の議長の座を争い、僅差で敗れたことがありました。ロベン島で、マンデラらハイ・オーダーのメンバーは自分たちの考えを紙(トイレットペーパーを使うこともよくありました)に書いて、島にある7つの刑務所で回覧したり、暗号にして外にいる家族やアフリカ民族会議への手紙に潜ませたりしました。島の採石場で石を切り出すなどの重労働をこなしながら、自分たちの考えを秘かに広めるため、あらゆる機会を利用しました。そうする間にも、看守や監察官の厳しい監視をくぐりぬけなければなりませんでした。

ロベン島では30年間にわたって、マンデラを中心としたアフリカ民族主義者たちと、ムベキらアフリカ共産主義者を中心としたアフリカ民族会議の左派による、アフリカ民族会議の伝説的な主導権争いが繰り広げられました。

ムベキのグループは、アフリカ民族会議は武力によって権力を手に入れ、すべての産業を国有化し、ニュルンベルク裁判のような裁判によってアパルトヘイトの指導者たちの非人道的犯罪を裁き、アフリカ南端に南アフリカ共産党を中心とした共産主義国家を設立すべきだと主張しました。

マンデラたちのグループは、アフリカ民族会議はアパルトヘイトと人種への偏見と闘うために団結したすべての人種、イデオロギー、階級の受け皿となるべきだと主張しました。マンデラはアパルトヘイト政府と解放運動との間で話し合いによって決着をつけ、共に立憲民主主義国家を作るべきだと言いました。

ムベキはマンデラが裏切って、自分の自由と引き換えに国民党政府と妥協するのではないかと危惧していました。そして国外にいるアフリカ民族会議の指導者にSOSを送り、自分の不安を伝えました。

それに対してマンデラは国外の指導者に返事を送り、自分は裏切ることなく、アフリカ民族会議のメンバーと支援者の最大の利益のために行動すると約束しました。

マンデラより先に解放されたムベキによると、ロベン島の同房者たちが「マンデラは裏切らない」と確信を持てるまで、長い時間がかかりました。

1985年に国内での抵抗運動に力を注いでいたわたしたちの世代は、1980年後半にはマンデラを疑い、アパルトヘイト政権との妥協を図るのではないかと恐れていました。

1990年2月にマンデラが解放された時でさえ、仲間のあいだでは彼が寝返ったのではないかという疑念が残っていました。

しかしその後すぐに疑念は晴らされました。それどころか、良き指導者としてロベン島へ行ったマンデラは、偉大な指導者として戻ってきたのです。
