外務省は2月7日、シリアへの渡航を計画していたカメラマンの男性に、旅券(パスポート)を返納させた。外務省はこの男性に「旅券を返納しなければ逮捕する」と告げたという。

朝日新聞デジタルによると、パスポートの返納を求められたのは、新潟市のフリーカメラマンの杉本祐一さん(58)。2月27日からシリアへ入国を予定していたという。

外務省は杉本さんに対し、返納を命じた理由について、シリアへの入国を計画している▽シリアでは日本人2人が拘束、殺害されたとみられ、過激派組織「イスラム国」は日本人に更なる危害を加えると宣言している――などと説明したという。同省職員が7日、杉本さんの自宅を訪れ、直接旅券を受け取ったという。

旅券法19条は「名義人の生命、身体又は財産の保護のために渡航を中止させる必要があると認められる場合」、パスポートの返納を命じることができると定めている。この規定による返納は初めてのことだという。

杉本さんによると、この日の夜、自宅前で外務省職員や警察官に「旅券を返納しなければ逮捕する」と告げられたという。パスポートを返納させられたことについて杉本さんは「表現、報道、取材の自由を奪う行為だ」などと話したという。

なお、フジテレビキャスターの須田哲夫氏は8日に放送された同局の番組で、ダーイシュ(イスラム国)に殺害された後藤健二さんのパスポートを外務省が取り上げなかった理由について「憲法には報道の自由がある。これで訴えられたら負けるからできなかったと外務省の職員は話していた」と述べた。

一方で、外務省幹部はパスポートの返納について「憲法上の問題があると言って裁判に訴える人がいるかもしれないが、国民も今回の人質事件を見ていたので、理解が得られるのではないか」と話したと朝日新聞デジタルは報じた。
