新国立競技場めぐり国と都が対立? 「アンビルトの女王」ザハ・ハディドさんデザイン案に「巨大すぎる」との声も

2020年夏季オリンピック・パラリンピックのメインスタジアムとなる新国立競技場の建設をめぐり、「費用がかかりすぎる」として政府が東京都に費用の一部負担を求める可能性も出てきた。これに対し東京都の猪瀬知事は「規模維持したまま、費用は圧縮が可能だ。都に負担を求める必要は全くない」と反論。国と都の意見が対立している。

「周辺(整備)については縮小する方向で考えたい」。下村博文五輪担当相は10月23日の参院予算員会で新国立競技場計画について、整備費が最大約3000億円になるとの試算を明らかにし、縮小を検討する方針を示した。試算額については「あまりに膨大」と指摘した。

文科省は予算を1300億円と想定しているが、資材や仕様によっては費用は最高で3千億円になるとの試算を業者が出している。下村氏は、試算額について「あまりにも膨大」と指摘。計画縮小に関して「デザインそのものは生かす。競技場の規模はIOC(国際オリンピック委員会)基準に合わせるが、周辺は縮小する」と説明した。

文科省によると、競技場上部のアーチを細くしたり、周辺の回廊を縮小したりする案が検討されている。

■猪瀬知事「1500億円でできる」 「東京都に負担求める必要全くない」

この「3000億円」という試算に対し、東京都の猪瀬知事は「3000億円かからない。圧縮が可能だ」と反論する。新国立競技場は8万人の収容規模が計画されているが、猪瀬知事は10月25日の会見で「全ての座席を恒久化する必要はない。一部を仮設にすればいい」と述べ、収容規模を維持したまま、費用を圧縮することができるとの認識を示した。

さらに、政府から東京都への費用負担を求める見方が出ていることについては、「基本的にはもう国立。しかも3000億円を1500億円にしてやれば、東京都に負担を求める必要は全くない」と話している

3000億円かからないですよ。あれ、デザインですから、あのデザインのままやったらかかるというだけで、あのデザインを生かして基本設計をすれば、それは1500億円だってかかりませんよ。まずそこですよ。

椅子が全部8万席のわけがない。つまり5万席であって、例えば仮設の部分で、あと2000とか3000やればいいわけですからね、それを恒久化する必要なんか全くないわけですよ。ただ、8万ぐらいの席を入れようと、ロンドンもそうですからね。そういうことをやればいいわけですよ。あと、その後の維持管理、運営、そういうものを考えた場合に、コストがかかり過ぎるものはいけませんよね。

1500億円でできるはずですよ。そしたら、1500億円でやれば、別に東京都に負担を求める必要は全くない、そういうことになりますよね。

国立競技場を運営する日本スポーツ振興センターは、当初総工費を1300億円と想定してデザインを公募。しかし「デザイン通りに造れば2千数百億円になるかもしれない」と関係者は言う

■「アンビルトの女王」デザインに「巨大すぎる」

デザインは、世界的な建築家・安藤忠雄さんが審査を務めるコンペで決まった。最終選考に残った作品のなかでも、この建物がひときわ目をひく。

この奇抜な建物をデザインしたのはイラク出身でロンドンを拠点に活躍するザハ・ハディドさん(62)。53歳のときに「建築界のノーベル賞」とも呼ばれるプリツカー賞を女性で初めて受賞した建築家だ。曲線、直線をダイナミックに扱う斬新な作風で、ロンドンオリンピックで使用された水泳センター、イタリア21世紀美術館などを設計した。かつては、「建てた建築よりも、実現しなかったプロジェクトの方が有名」といわれ、その斬新すぎて技術的に造れない設計が多いため、「アンビルト(建築されていない)の女王」とも呼ばれている。ナオミ・キャンベルの自宅や現在建設中のソウルの東大門デザインプラザ(DDP)なども彼女が手がけた。

しかし、この未来的なデザイン案に疑問を呈する声が上がっている。世界的建築家で東京大教授も務めた槇文彦さんは新国立競技場デザイン案について、景観や安全性の観点から「巨大すぎる、変更すべき」と指摘する。

もともと神宮外苑は東京の風致地区第1号に指定された場所。周知の通り、明治天皇崩御後に民間有志らの請願により、天皇を記念する神宮内苑・外苑、表参道・裏参道を一体として整備した歴史的経緯がある。

2016年の五輪招致計画のように、臨海部に建設する案ならいい。聖徳記念絵画館とイチョウ並木を中心に濃密な歴史と美観を保つ地域、しかも限られた敷地(約11ヘクタール)に、総床面積29万平方メートルという五輪史上最大のメーンスタジアムをなぜ建てなければならないのか。

槇さんは前出の記事の中で、「可能な限りプロジェクトを小さくし、将来的に建物が緑で隠れることを願う。巨大なものを将来的に抱え続けることが本当に幸せなのか、皆さんに考えてもらうきっかけになればうれしい」と結んでいる。

一方、「東京の未来には奇抜な新国立競技場がふさわしい」との意見もある。ソニーコンピュータサイエンス研究所代表取締役社長兼所長の北野宏明さんはWEBRONZAの記事で次のように述べている。

確かに、ザハの設計案が神宮外苑の歴史的文脈や現在の景観に沿ったものかと言われれば、そうではないであろう。しかし、逆に私は、この場所に、エイリアン・マザーシップとも思えるような異形の建築がこつ然と、しかも周囲の文脈を断ち切る形で出現することに非常な興奮と期待感を覚えるのである。実際に足を運んでみると、青山一丁目から絵画館への並木道は素晴らしいものであり、これはそのまま維持したいと思うし、ザハの提案もこの部分には手をつけていない。しかし槇氏も指摘するように、絵画館周辺まで行くと、ゴルフ練習場やバッティングセンターなどが雑然と立ち並び、この後に及んで歴史的文脈を唱えられても説得力に欠ける。

かつて濃密な歴史性を有していた場所に、あえて極めて異型な建築を許容し、そこから新たな有機的な反応を開始することの方がはるかに挑戦的であり、TOKYOの度量を見せつけ、日本の新しい飛躍のシンボルとなるであろう。すでに、2020年東京オリンピックのアイコンとなっている感がある。あの異形の建築だからアイコンとなり得るということも認識すべきである。
