北朝鮮は小野寺防衛相を名指しした上で、「我が国への先制攻撃を正当化するための口実を確保すること」だとして、「無知で狡猾で軽薄」と強く非難。以下のような文面で、日本を核攻撃する可能性を示唆した。

敵基地攻撃能力とは、日本がミサイル攻撃を受けた際に敵のミサイル基地を巡航ミサイルなどで反撃する能力だ。小野寺防衛相は就任前の3月、自民党検討チームの座長として、この能力の保有検討を求める提言を政府に提出した

防衛相就任後の4日、報道各社の共同インタビューに対して、「提言で示した観点を踏まえ、弾道ミサイル対処能力の総合的な向上のための検討を進めていきたい」と、敵基地攻撃能力の保有に前向きな姿勢を示した

一方で、安倍首相は6日の会見で「現時点で保有に向けた具体的な検討を行う予定はない」として、敵基地攻撃能力の保有に慎重な姿勢を見せた。
