北朝鮮、ミサイル発射 沖縄上空を通過(UPDATE)

北朝鮮は2月7日、平安北道のミサイル発射場から、長距離ロケットを発射した。事実上の弾道ミサイルとなる。

北朝鮮の国営朝鮮中央テレビは2月7日午後0時30分から「特別重大報道」を発表し、地球観測衛星「光明星-4」号の打ち上げに成功したと発表したことや、金正恩第1書記が2月6日に、発射命令を出したことを伝えた

北朝鮮は2月7日、北朝鮮西部・平安北道東倉里(トンチャンリ)のミサイル発射場から、長距離ロケットを発射した。事実上の弾道ミサイルとなる。韓国の聯合ニュースが伝えた。

テレビ朝日は、中朝国境から撮影した、「強い光を放った飛翔体」が飛んでいく映像を伝えている。

NHKによると、日本政府は以下のように発表した。

「午前9時31分ごろ北朝鮮の西岸から、1発、沖縄県地方の方向に発射された」

ミサイルの一部は沖縄上空を通過し、太平洋に飛んだ。

発射されたものは5つに分離し、NHKが伝えた政府発表によると、以下の位置に落下した。

1) 9時37分ごろ、朝鮮半島の西約150kmの黄海に落下した。

2)3)9時39分ごろ、朝鮮半島の南西約250kmの東シナ海に落下した。

4) 9時45分ごろ、日本の南約2000kmの太平洋に落下した。

このうち4つ目は北朝鮮が予告していた海域の外に落下したと、日本政府はみている

日本政府は、国内に着弾する可能性は低いとして、破壊措置は実施しなかった。警察庁によると、午前10時30分現在で日本国内の被害は確認されていない

アメリカ軍は、ミサイルが北朝鮮から南方へ向け発射され、黄海を越えて「宇宙空間に突入した」と発表した。韓国軍関係者も聯合ニュースに対し「米韓両国の1次評価の結果、軌道に乗ったと推定される」と評価したとして、発射が成功した可能性が大きいとしている。

■「明白な国連安全保障理事会決議違反」

日本政府は9時42分ごろ、全国瞬時警報システム(Jアラート)で「北朝鮮が発射したとみられるミサイルが沖縄上空を通過した模様」と速報した

産経ニュースによると、安倍晋三首相は7日、首相官邸で記者団に対し、以下のように述べた。

「断じて容認できない。明白な国連安全保障理事会決議違反だ。国際社会と連携し、毅然として対応する。国民の安全と安心を確保することに万全を期する考えだ」

日本政府は7日午前10時15分ごろから首相官邸で、首相や外相、防衛相らによる国家安全保障会議(NSC)閣僚会合を開き、今後の対応を協議した

韓国の朴槿恵大統領も、国家安全保障会議(NSC)を招集し「北朝鮮が新年初めから国際社会の警告を無視し4度目の核実験をしたのに続き再び長距離ミサイルを発射する容認できない挑発行為を敢行した」と述べた。 アメリカ・ホワイトハウスのライス大統領補佐官も「挑発的な行為だ」「アメリカの国益と同盟国に対する深刻な脅威だ」と批判した

中国の国営新華社通信は論評を発表し「打ち上げは朝鮮半島の状況に悪いええい京を与え、世界の懸念と疑念を深め、さらなる制裁に道を開く可能性がある」と非難しつつ「中国政府が何度も指摘してきた通り、協議こそが朝鮮半島の苦境を解決する唯一可能な方法だ」と、周辺諸国の軍事行動のエスカレートに釘を刺した。

北朝鮮は1月6日にも、4回目となる核実験を実施している。国際社会への度重なる挑発ととらえる日本やアメリカ、韓国の要請を受け、国連安全保障理事会は7日午前11時(日本時間8日午前1時)に緊急会合を開くことにした

■予告1日繰り上げていた

北朝鮮が事実上の弾道ミサイルを発射するのは、2012年2月以来。北朝鮮は人工衛星「銀河3号」の打ち上げとしたが、国際社会は「テポドン2号」改良型の発射実験として非難していた。

北朝鮮は当初の予定を1日繰り上げ、2月7日から14日までの発射を国際機関に予告していた。日本や韓国は7日の発射もありうるとして警戒を強めていた
