北朝鮮「水爆の実験に成功」 政府声明を発表【UPDATE】

北朝鮮の朝鮮中央通信は、1月6日正午(日本時間午後0時半)、「水爆の実験に成功した」との北朝鮮政府声明を発表した。

北朝鮮の朝鮮中央通信は1月6日正午(日本時間午後0時半)、「水爆の実験に成功した」との政府声明を発表した。

北朝鮮は2006年10月、2009年5月、2013年2月と、3回の核実験を実施してきたが、水爆を実施したと発表したのは初めて。

同通信はまた、金正恩第1書記が2015年12月15日、国防委員会の第1委員長として、水爆実験の最終命令書に署名したとも報じた。これに先立つ12月10日には、金正恩氏の現地指導で「水素爆弾の巨大な爆音を響かせることのできる強大な核保有国になることができた」と語り、水爆保有を示唆したことを伝えていたが、アメリカや韓国の情報当局は、水爆の開発成功に懐疑的な見方を示していた

6日午前10時半ごろ、北朝鮮北東部で通常の波形と異なる地震が観測された。安倍晋三首相は午後0時50分ごろ、首相官邸で記者団に「わが国の安全に対する重大な脅威であり、断じて容認できない。強く非難する。国連安保理決議に明白に違反し、核不拡散の取り組みに対する重大な挑戦だ」と述べ、アメリカや韓国、中国などと連携して国際的に対応する意向を示した

韓国大統領府は6日正午から国家安全保障会議(NSC)を開催した。趙泰永(チョ・テヨン)国家安保室第1次長は「国連の決議に対する明白な違反であり、相応の対価を払わせる」と非難した

朝日新聞デジタルは、日本とアメリカが共同で1月5日夜(日本時間6日)、国連安全保障理事会の緊急会合を招集するよう要請したと伝えた。

一方、「水爆実験の成功」には、揺れの規模などから否定的な見方も出ている。韓国のSBSテレビによると、韓国軍当局は、ブースター(増幅)型核分裂弾を実験した可能性を念頭に置いている。北朝鮮が発表で「実験用水爆」「小型化した水爆」といった表現を用いたため、核兵器や弾頭の小型化のため、現在は水爆開発の途中段階にあるとみているからだ。

■声明の要旨

全国民が朝鮮労働党の戦闘的な訴えを血の沸き立つ心臓で受け止め、主体革命偉業の最終勝利を前倒しするための総突撃戦に果敢に取り組み、まぶしい奇跡と偉勲で日々を送り、巨大な前身をなしとげている激動の時期に、5000年の民族の歴史に特記すべき大事変が起き、天地を震撼させている。

朝鮮労働党の戦略的決心により、主体105(2016)年1月6日午前10時、主体朝鮮初めての水素爆弾の実験が成功裏に進められた。

我々の知恵、技術、力に100%依拠した今回の実験を通じ、我々は新たに開発された試験用水素爆弾の技術が正確だということを完全に確証し、小型化した水素爆弾の威力を科学的に証明した。

安全で完璧に進行した今回の試験用水素爆弾の実験は、周囲の生態環境にどのような否定的な影響も与えないことが確認された。

今回の水爆実験は、我が核武力の発展のより高い段階だ。

歴史に特記すべき水爆実験が最も完璧に成功したことで、朝鮮民主主義人民共和国は、水爆まで保有する核保有国の鮮烈に堂々と上ることになり、我が人民は最強の核抑止力を備えた尊厳高い民族の気概を響かせることになる。

我が共和国が断交した水爆実験は、アメリカなど敵対勢力が日々強める核の脅威と恫喝から、国家の自主権と民族の生存権を徹底して守り、朝鮮半島の平和と地域の安全を担保する、信頼できる自衛的措置だ。

アメリカは敵対勢力を糾合し、朝鮮への経済制裁と、謀略的な「人権」騒動を繰り返し、我々の強盛大国建設と人民生活の向上を妨げ「体制崩壊」を実現しようと血眼になっている。

膨大な各種の核殺人兵器で我が共和国を虎視眈々と狙う侵略の元凶・アメリカと対峙している我が共和国が、正義の水爆を握ったのは、主権国家の合法的な自衛的権利であり、誰も非難できない正々堂々たる措置となる。

我が共和国は、責任ある核保有国として、侵略的な敵対勢力が我々の自主権を侵害しない限り、すでに宣言した通り、核兵器を先に使うことはなく、どのような場合でも関連手段と技術を移転させることはないだろう。

アメリカの極悪非道な対朝鮮敵視政策が根絶されない限り、我々の核開発の中断や放棄など、空が崩れても絶対にありえない。

我が軍隊と人民は、主体革命偉業の千万年の未来を担保する我々の正義の核抑止力を失力的にたゆまず強化していく。

偉大なる朝鮮労働党の並進路線を高く掲げていく主体朝鮮は、無限に発展するだろう。
