オスプレイ、佐賀空港への配備で県に協力要請 米軍利用で新たな交付金も

防衛省は佐賀県に対し、陸上自衛隊に導入されるオスプレイ全機の佐賀空港への配備と、米軍機の一時配備について協力要請した。交付金の創設も目論むという。

2015年度から陸上自衛隊に導入される新型輸送機MV22オスプレイの配備先について、武田良太防衛副大臣は7月22日、佐賀県庁を訪れて古川康知事と会談し、17機全機を佐賀空港(佐賀市)に配備したいとして協力を要請した。

また武田氏は、沖縄県のアメリカ軍普天間飛行場同に配備されている海兵隊のオスプレイについても、辺野古へ移設するまでの間は佐賀空港へ移転することも検討していると伝えた。時事ドットコムなどが報じた。

古川氏は「なぜ佐賀空港なのか。オスプレイが本当に安全なのかという不安の声が寄せられている。政府として責任を持って県民に説明して理解を得ることが必要だ」と述べ回答を保留、政府にさらなる説明を求める考えを示した。(中略)

防衛省は沖縄県・尖閣諸島などの離島防衛の要として、長崎県佐世保市に創設予定の「水陸機動団」の輸送にオスプレイを使うことを想定している。佐賀空港は佐世保市から距離が近く、武田氏は「水陸機動団の配備先としても、沖縄の負担軽減のためにも佐賀空港がベストだ」と述べた。

現在、佐賀空港は国内線が羽田間を1日5往復、貨物便が週5往復、国際線が中国・上海(浦東)間を週6往復、韓国ソウル(仁川)間を週3往復就航している。滑走路が短いため、東南アジアなど遠方からの路線は望めない状態で、毎年2億円近くの赤字が続いている。

なお、菅義偉官房長官は22日の閣議後の記者会見で、アメリカ軍へ基地を提供する際には、関係する自治体へ新たな交付金を支給する考えも示している。

菅官房長官は、記者団が「アメリカ軍に基地を提供する都道府県向けに、新たな交付金の創設を検討しているのか」と質問したのに対し、「政府は、責任を持って沖縄の負担軽減を行わなければならないし、多くの国民も同じ思いだろう。関係する自治体からは、今までさまざまな要望をいただいているので、そうしたことを検討するのは、ある意味では自然だと思う。政府内で検討していきたい」と述べました。
