12月2日に弾劾訴追を可決すると見込まれていた国会の政局は、一転して流れが変わった。

韓国・朴槿恵大統領が「進退を国会に任せる」とした国民向け談話を受け、12月2日に弾劾訴追を可決すると見込まれていた国会の政局は、一転して流れが変わった。

■セヌリ党は一致団結「4月末退任、6月選挙」

与党・セヌリ党は2日に議員総会を開き、「4月末退任、6月選挙」を満場一致で採択した。「安定的な政権委譲のため、最小限の準備期間確保のため、弾劾審判の終了時点とほぼ同じ時点という意味で最も合理的」としている。

セヌリ党は支持率が3位に急落し、非主流派議員の一部が、野党が弾劾を発議した場合は同調する構えを見せていた。議員総会に先立ち、非主流派の長老格、金武星・前代表は12月1日、「共に民主党」の秋美愛代表と会談し「2017年4月末の退任で与野党が合意するならあえて弾劾しなくてもいい」と述べた。「与野党が合意できなければセヌリ党議員総会で議決して大統領に提案し、それがダメなら9日の弾劾に参加する」とも説明した

秋代表は「遅くとも1月までに退陣を」と主張し、両者の会談は事実上、決裂した。

■野党の足並みに乱れ

野党の足並みも乱れ始めた。

国会の過半数を握る野党3党(共に民主党、国民の党、正義党)は11月30日、党首会談を開き、12月2日の国会本会議で弾劾訴追案を採決する方針を確認していた。ただ、野党3党だけでは、弾劾可決に必要な3分の2に達しないため、与党・セヌリ党非主流派との協議結果によっては、12月9日に延期することもありうるとした

「共に民主党」は「国民の党」に、予定通り12月2日の採決に向けて、1日に弾劾訴追案を協同で発議するよう提案したが、「国民の党」は「弾劾に失敗したら朴大統領に免罪符を与えることになる」としてこれを拒否した

弾劾訴追案の発議は在籍国会議員の過半数が必要なため、「共に民主党」は2日の弾劾採決を断念。野党3党は5日の採決を目指す方針を確認したが、セヌリ党非主流派が同調するかは未知数だ。

■朴正熙元大統領の生家に放火

韓国南西部にある、朴正熙・元大統領の生家で火災が発生した。放火とみられる。

朴正熙氏は朴槿恵大統領の父。

慶尚北道・亀尾(クミ)市にある朴正煕・元大統領の生家で12月1日午後3時15分、火災が発生した。火は10分で消えたが、朴元大統領と妻の陸英修氏の遺影などが保管されている追慕館が全焼した。

警察は放火の容疑者である40代の男を拘束したと発表した。

ハフィントンポスト韓国版によると、男は取り調べに「朴大統領は辞任するか、辞任しないなら自決するかしないといけないのに、どちらもしないので火をつけた」と供述した。生家の芳名録には「朴槿恵は自決しろ。父の顔に糞を塗るな」と書かれていた。

男は2012年12月12日にも、南東部の大邱(テグ)にある盧泰愚・元大統領の生家に放火した容疑で逮捕され、一審で懲役1年6カ月執行猶予3年の有罪判決を受けていた。

■特別検事を任命

朴槿恵大統領は11月30日、自らの疑惑について、既存の検察から独立して捜査する特別検事に、ソウル高検の検事長を務めたパク・ヨンス弁護士を任命した。国会が11月17日に可決した「崔順実ゲート」に関する特別検事任命法では、野党が推薦した2人の中から大統領が1人を任命することになっていた。部下の捜査官の任命など20日間の準備期間を経て、最大120日間捜査する。

朴大統領側は、朴大統領を知人女性らの「共犯」と位置づけた既存検察の捜査を「公正さと政治的中立を守ったとは思えない」として取り調べに応じない方針を示しており、より中立的とされる特別検事の捜査が今後は焦点になる。
