日本政府の借金1000兆円は、1964年の東京オリンピック開催が発端だった？
2020年のオリンピック開催地を決定するIOC総会が間もなくアルゼンチンで開催される。オリンピック招致を目指す東京都の猪瀬知事は9月3日にすでに現地入りしている（写真はオリンピックカラーに点灯した東京タワー）。
東京でのオリンピック開催については、その経済効果と財政負担をめぐって賛否両論がある。東京都では経済効果や費用について控えめな試算を出しているが、もし実際にオリンピックが招致されることになった場合には、日本の財政の大きな転換点になる可能性がある。
東京都が試算したオリンピックの経済効果は、需要増加が約1兆2000億円、経済波及効果は約3兆円となっている。直接的な需要増加はGDPのわずか0.25％にしかすぎず、日本経済全体からみれば、効果はほとんどゼロに近いといってよい。
だがこの試算に対してはオリンピックの効果について意図的に過小評価しているという声も聞かれる。
オリンピック招致については、財政負担に対する懸念から反対意見も多く出ており、東京都はこうした声に配慮して、お金のかからないオリンピックを標榜してきた。このため、経済効果に関する試算においても、極力範囲を絞った計算が行われている可能性がある。実際、東京都はオリンピックの有無に関係なく整備されるインフラについては、試算の対象から除外するという処理を行っている。
オリンピックの開催によって最終的にどの程度のお金が動くのかについて現段階で予測するのは難しい。というのも、開催地以外の場所であっても、オリンピックを契機とした公共事業が活発化する可能性があるからだ。開催地である東京とはまったく関係のない場所でも、オリンピック観戦に来た外国人観光客を取り込むためのインフラが必要だという話になれば、大型施設の整備を検討する自治体が出てくることになるかもしれない。
このようなインフラ整備が各地で行われることになれば、オリンピック慎重派が主張する通り、公共事業に対する予算要求が大幅に増大してくる可能性も否定できない。
確かに日本の財政は1964年に開催された東京オリンピックが大きな転機になっている。東京オリンピックに向けて活発に行われてい公共事業がパッタリとなくなり、翌年の1965年には「40年不況」呼ばれる大型不況に突入した。景気対策として財政出動が必要となり、同年にはとうとう戦後初の国債が発行された。現在の日本の累積債務の山は、東京オリンピックの後始末がスタート地点なのだ。
最近では、国家の体力を無視したオリンピック関連のインフラ整備が国家破綻のきっかけになったギリシャの例など、オリンピックと国家財政の関係は深い。
このところ日本では良好なGDPの数値が得られているが、内実は、大型公共事業による効果（2012年度補正予算を用いた総事業費20兆円の緊急経済対策）と消費増税前の駆け込み需要である。来年以降は景気失速が懸念されており、オリンピック特需への過剰な期待が生まれやすい環境にある。オリンピック特需のための国債増発が国債価格の下落を招き、結果として利払い負担を増加させてしまうのでは本末転倒である。日本の財政規律は今、正念場に差し掛かっているのだ。
