プーチン氏、ウクライナ危機で強気貫く 後戻り不可能な局面に

ウクライナ危機をめぐり国際社会からの孤立も辞さない構えを見せるロシアのプーチン大統領だが、一方で、迫り来る経済的・政治的な嵐に備えて守りを固めつつある。

17日に起きたマレーシア航空17便の撃墜事件について米国と欧州連合(EU)は、プーチン大統領がウクライナ東部の親ロシア派と距離を置く好機とみていた。そして、ウクライナとの国境が封鎖されれば、親ロ派への武器支援ルートを断つことができると考えていた。

しかし実際には、プーチン大統領が撃墜事件の責任はウクライナ政府にあると非難し、これまでの姿勢に変わりがないことを示したことで、ロシアはさらに厳しい制裁と経済的・政治的孤立に直面している。

これまでメディアで大々的に欧米やウクライナを非難し、親ロ派への支援を表明してきたプーチン大統領が態度を一変させるとは考えにくく、いよいよ後戻りできない局面まで事態は進んだように見える。

乗客乗員298人が死亡したマレーシア機撃墜事件では、西側も態度を硬化させ、EUと米国の間にあった対ロシア制裁をめぐる溝は小さくなった。重要なのは、強力なドイツ企業の圧力団体も対ロシア制裁への抵抗を弱めていることだ。

ただ、こうした状況にもかかわらず、プーチン大統領に戦略を変更しようとする姿勢はみられない。

<非難合戦>

マレーシア機が撃墜された後、プーチン大統領は一度だけ、珍しく自信のない表情を見せた。21日未明にテレビ出演した同大統領の顔は青白く、疲れ切った様子だった。

しかしその翌日、国防・安全保障部門幹部らとの会合では、撃墜の完全調査が行われるよう、親ロ派への影響力を行使すると表明。その上で、西側諸国を痛烈に非難するとともに、撃墜の責任は停戦が期限切れを迎えた後に戦闘を再開したウクライナにあるとした。停戦合意を破った親ロ派については触れなかった。

それ以来、プーチン大統領は、ロシアの防衛産業は西側部品に頼らず自立すべきだと語っているものの、ウクライナ危機についてはほとんど公に発言していない。

西側指導者らは、窮地に追い込まれたプーチン大統領が、危機から抜け出す道を模索していると考えたがっている。しかしロシアの世論調査によると、国民はそれとは正反対の行動をプーチン大統領に望んでいることが分かった。

プーチン大統領も徹底抗戦の構えを見せている。ロシア寄りのウクライナ前大統領を失脚させた反政府デモについては、西側に触発されたクーデターだと非難。ロシア「封じ込め」のために意図された動きだとし、冷戦時代の言葉を持ち出して非難している。

政治アナリストのアレクサンダー・モロゾフ氏は、プーチン大統領は親ロシア派と距離を置くことで西側の介入を阻止することができただろうが、そこに政治的利益を見いださなかったと指摘。プーチン大統領は機を逸したと語った。

ロシアの独立系調査機関レバダ・センターが実施した新たな世論調査によると、ウクライナ問題で西側に非があると回答したロシア国民は64%となった。また、制裁を心配していないと答えた人は61%、ウクライナ危機に関するロシアの報道は客観的だと考えている人は63%だった。

スピロ・ソブリン・ストラテジーのニコラス・スピロ代表は「マレーシア機撃墜事件により、プーチン大統領は望んでいたよりもずっと早く、反西側姿勢を強めざるを得なくなった」とし、「欧州の主要経済との懸け橋を燃やしたくなくても、現在そういう状況に追い込まれているかもしれない」との見方を示した。

<ロシア経済への脅威>

プーチン大統領にとってジレンマなのは、ウクライナ問題で融和策に切り替えれば、国内では弱腰だと見られ、支持率低下を招く恐れがあることだ。そうなれば、2018年の大統領選で再選が危うくなりかねない。

とはいえ、プーチン大統領が方針を変えず、米国とEUがさらに強硬な制裁を推し進めれば、ロシア経済への悪影響は避けられない。

制裁が強化されれば、ロシア都市部の生活水準と経済環境の改善が危うくなる可能性がある。これらは第一次プーチン政権(2000━08年)で支持基盤を固める柱の1つだった。

それでもプーチン大統領は、リスクを取る覚悟があるように見える。

2兆ドル規模のロシア経済はすでにリセッション(景気後退)の瀬戸際にあり、2014年の第2・四半期はゼロ成長となった。ルーブル相場は不安定な動きが続き、資本逃避額は今年すでに750億ドルにまで加速している。

だが少なくとも今のところ、ビジネス界のリーダーたちからプーチン大統領を批判する声は上がっていない。大統領に刃向えば、制裁よりも大きな打撃を被ることになりかねないからだ。故に、多くは大統領を支持している。

<唯一の批判>

そんな中、ロシア孤立化の恐れに堂々と警鐘を鳴らす人物がいる。かつて財務相を務めたアレクセイ・クドリン氏だ。同氏は先週、「ウクライナをめぐる衝突のエスカレートが招く結果に深刻な懸念を抱いている」とし、「こうした姿勢は無論、ロシアの現代化を著しく妨げるものだ」と語った。

プーチン大統領の友人であるクドリン氏は、政治的な犠牲を払わずにそのような批判ができるほとんど唯一の人物と言っていいだろう。一方、企業や機関が今後待ち受ける困難に備える明らかな兆しも見え始めている。

ロシア中央銀行は25日、主要政策金利を予想外に引き上げたが、これは、西側による新たな制裁によって、すでに苦しんでいる自国の金融市場からの資本逃避がさらに加速することを懸念した措置とみられる。

ロシアの国営石油会社ロスネフチは同日、制裁対象となった影響を相殺するための計画に取り組んでいることを明らかにした。

ロシア政府当局者は先週、クドリン氏の警告を一蹴し、成長は損なわれてはおらず、同氏の発言は大げさであると暗に批判した。

だが、問題が深刻化している兆候もある。 国際石油資本(メジャー)の英BPは29日、西側による追加制裁はロシアでの同社のビジネスに影響を及ぼす可能性があると表明。BPはロシア石油セクターに大規模な投資をしており、同社の原油産出量の約3分の1はロシア産だ。BPはロスネフチの株式19.75%を保有している。

2014年初めにロシア市場から逃避した海外投資家は、いったんは回帰の姿勢を見せたものの、ここにきて再びロシア売りに動いている。

サンクトペテルブルクの地方議員であるボリス・ビシニエフスキー氏は、プーチン大統領の側近に対する最近の制裁拡大は、政権にとって最大の痛手だと指摘。「経済制裁は『プーチン氏の友人』というよりむしろ、ロシア国民全体がいや応なく影響を受けることになるだろう。制裁はロシア経済と生活水準の崩壊をもたらすことになるからだ」と述べた。
