「二重国籍」解消と民進・蓮舫代表が公表 「適用関係が非常に複雑に錯綜」

「非常に複雑に錯綜し、私の事実認識、法的な認識、評価が混同していたことが適切な手続きを理解することを妨げていました」(蓮舫氏)

民進党の蓮舫代表は9月23日、代表として初の定例会見に臨み、「二重国籍」状態になっていた台湾籍の離脱手続きが完了したという報告と証明書を台湾当局から受け取ったと発表した。

「私の発言が一貫性がずいぶんなかったことでご迷惑をおかけした」と、改めて陳謝した。

蓮舫氏の発言は以下の通り。

昭和59年(1984年)の国籍法改正の時期と前後していたこともあり、旧国籍法、改正国籍法、経過措置など、ずいぶん適用関係が非常に複雑に錯綜しておりまして、私の事実認識、法的な認識、評価が混同していたことが適切な手続きを理解することを妨げていました。

改めて私が日本人であるということは従前から申し上げた通りです。私は日本人です。父が台湾人、母が日本人。今の国籍法では両親のどちらかが日本人であれば日本国籍を選択することができますが、私の出生当時はそれがかないませんでした。

男女差別的な旧国籍法が撤廃されたことによる経過措置として、本来ならば出生により国籍が取得できていた母を日本人とする子供についても、日本国籍の取得が法務大臣への届け出で可能になった。これを受けて、私も国籍を1985年1月に取得しました。

手続きを父に任せていたこと、31年前の記憶に頼ったこともあり、様々私の発言、私自身の法的な認識・評価が混同しご迷惑をおかけしたことはお詫びをさせていただきます。国籍法にもどついた手続きを適切に履行して行きます。
