ウクライナ南部のクリミア半島で2日、ロシア軍とみられる武装部隊がウクライナ軍の関連施設の武装解除を進め、半島全域を掌握しつつある。これに対しウクライナ新政権は激しく反発。米英仏は、ロシアのソチで6月に開催予定の主要国首脳会議(G8サミット)に向けた準備会合を当面ボイコットする方針だ。米国は、資産凍結などロシアに対する経済制裁の可能性もあると警告した。

ロシア、クリミア掌握へ 米、経済制裁の可能性にも言及

ウクライナ南部のクリミア半島で2日、ロシア軍とみられる武装部隊がウクライナ軍の関連施設の武装解除を進め、半島全域を掌握しつつある。これに対しウクライナ新政権は激しく反発。米英仏は、ロシアのソチで6月に開催予定の主要国首脳会議(G8サミット)に向けた準備会合を当面ボイコットする方針だ。米国は、資産凍結などロシアに対する経済制裁の可能性もあると警告した。

ロシア上院がウクライナでのロシア軍の活動を承認してから一夜明けた2日、ロシアのプーチン大統領はまだ行動命令を出していないとしている。しかし、クリミア自治共和国の各地で、武装部隊の活動が目撃されている。共和国の首都シンフェロポリ近郊のウクライナ軍基地は2日午前、大型トラックで乗り付けた兵士数百人に取り囲まれた。トラックの一部はロシアナンバーをつけていた。兵士の一人は「モスクワから来た」と語った。

国連安全保障理事会は1日、緊急会合を開催。ウクライナや米英仏がロシアを非難したのに対して、ロシア側は「地元当局の要請に基づく行動」と主張し、平行線に終わった。

オバマ米大統領は1日、プーチン氏と約1時間半にわたり電話で協議。オバマ氏は「ウクライナの主権と領土、国際法を明確に侵害している」とロシアを非難。ソチ・サミットの準備会合への米当局者の出席を凍結すると伝えた。ケリー米国務長官は2日、ロシアの行為を「信じがたい侵略」と批判。「この状態が続けば(ロシアは)G8に残れないだろう」と述べ、経済制裁の可能性にも言及した。

英仏の外相もサミットの準備会合への参加見合わせを表明。ソチ・サミット開催が危ぶまれる事態だ。

岸田文雄外相は2日夜、ロシア上院の決定について「国際社会の平和と安定を損ないかねない」「深刻な懸念と憂慮を表明する」との談話を出した。
