国際オリンピック委員会(IOC)は7月24日、電話による緊急理事会を開き、国家主導のドーピングが指摘されたロシアの選手について、厳しい条件付きでリオデジャネイロ五輪への出場を認めると決定した。ロシア国内でのドーピング検査に加え、国外の信頼できる検査で問題がないこと、過去に一度もドーピングで処分を受けていないことなどが条件。すでに国際陸上競技連盟が出場を認めないとしている陸上を除く27の競技が対象で、参加が決まった選手は、抜き打ちのドーピング検査を追加で受ける必要もある。今後、各国際競技団体が、条件を満たしているかどうかを判断する。

ニューヨーク・タイムズによると、IOCのトーマス・バッハ会長は決断の決め手について、「国全体という連帯責任と、選手個人の権利とのバランスを考慮した」と発言。組織の中で、どこまで個人の責任を追及できるのかがポイントだったと説明した。

IOCはまた、18日に世界反ドーピング機関(WADA)の調査チームが発表した報告書について、組織としてドーピング隠しを行っていたことを指摘していないと説明朝日新聞デジタルによると、WADAの調査が「短期間で行われ、表面を触っただけ」としていることもあり、調査を引き続き行うとともに、個々の選手に出場の可能性を与えることが必要だと判断した。

WADAの調査チームは18日、ロシアが2012年のロンドンオリンピックと2014年のソチオリンピックを含む2011年後半から2015年8月までの4年間、五輪競技の大半で国家主導のドーピングが計画、実行されたという報告書を発表。IOCと国際パラリンピック委員会(IPC)に、リオ五輪にはロシアオリンピック委員会が登録した選手全員のエントリー禁止を検討すべきだと勧告していた。

今回のIOCの決定を受け、早速国際テニス連盟はエントリーされた8人のロシア選手について、出場条件を満たしているとの声明を発表した
