国連安全保障理事会は１３日、ウクライナ情勢をめぐり緊急会合を開催した。欧米各国はロシアがウクライナ国境付近で数万人規模の部隊を集結させ、クリミア編入時と同じような侵略を準備していると非難する一方、ロシアは多くの非難は不正確だと反論した。
英国のライアルグラント国連大使は「戦闘機や戦車などを備えた３万５０００─４万人のロシア部隊が、ウクライナ国境付近にいることを衛星画像が示している」と指摘。クリミア半島に不法に展開する２万５０００人の部隊に加えて、これら部隊が集結している、との見方を示した。フランスのアロー国連大使も同調した。
一方、ロシアのチュルキン国連大使は、ウクライナ南東部の騒乱の責任はウクライナ政府にあるとし、ウクライナ政府が武力行使をちらつかせていることについて「犯罪的な武力行使」だと主張した。
今回の緊急会合はロシアが開催を要請。ロシアと欧米の対立は激しく、この日の会合では何も採択できなかった。
ロシアの擁護に回った国はなく、中国はウクライナにおける全ての当事者に「冷静さと自制」を呼び掛けるにとどまった。［国連 １３日 ロイター］
