スコットランドの英国からの独立をめぐる住民投票には世界の目が集まりました。

結果としては独立は支持されなかったのですが、キャメロン英首相は、スコットランドの独立否決を受けて権限移譲を進めると約束したので成果はあったことになります。これだけの世界から注目されたスコットランドですが、しかし、いったいどれぐらいの規模をもった地域なのでしょうか。

地方といえば、日本も東京への一極集中傾向と地方経済の疲弊が起こり、国と地方の関係の再構築が課題になっています。安倍内閣は「地方創生」への取り組みをはじめ、また大阪では「大阪都構想」が掲げられています。そこで、独立を目指した運動が盛り上がりったスコットランドと日本の地方の規模を比較してみました。

まず面積ですが、都道府県ではもっとも広い北海道とほぼ同じで、第二位の岩手県の5倍強で広大な面積をもっています。

次に人口ですが、人口ランキング8位の北海道よりやや少なく、日本でいえば第9位の規模です。つまり、面積や人口で言えば、北海道に近いことになります。

では経済規模はどうでしょうか。スコットランドの総生産額はほぼ23.6兆円(

2010年)です。年度は異なりますが、2013年の県内総生産額では、東京都92.4兆円、大阪府36.6兆円、愛知県31.9兆円、神奈川県30.4兆円につづく総生産額です。

さて、日本の都道府県と比較してみて、どうお感じでしょうか。

まずは、面積はともかく、人口や経済規模では、日本のいくつかの都道府県は、独立で湧き、否定されたものの住民の意志が二分されたスコットランドを上回っていることです。

つまり、日本では地方とされてはいても、大阪府や愛知県、また神奈川県はスコットランドを上回る規模です。そんな小さなスコットランドが世界に情報発信し、注目を集め、また独立した際の世界の経済への影響すら懸念されたのです。

そして、スコットランドは、人口に比べて、総生産額が高いことにも気がつかれたと思います。スコットランドは面積や人口ではほぼ同じ規模の北海道の県民総生産額が18.3兆円で、1.4倍の経済規模をもっていることになります。

スコットランドはスコッチウイスキーで馴染みがありますが、スコットランドがそれだけ高い生産性を示しているのは、油田が近く、石油基地があることが大きいのかもしれません。また電子産業が集積するシリコングレンがあり、さらにそれがソフトウェア産業に移行するなどの産業政策や、産学協同体制を進めてきた成果も手伝っているのでしょう。

つまり一人あたりのGDPで日本の地方はスコットランドよりも劣っているということです。比較してみると一人あたりのGDPでスコットランドを上回るのは東京都だけで、大阪府と愛知県がスコットランドよりもやや少ないことになります。

逆に言えば、大阪府や愛知県の生産性があがれば、規模や中味でもスコットランドを上回る可能性をもっているともいえるのではないでしょうか。日本の都道府県もグローバル経済で十分に独自のポジションを得る潜在力を持っているのかもしれません。

しかし、それだけの規模を持ちながら、日本では一地方であり、マスコミも中央目線で扱うだけです。しかも、あいついで発覚した地方議員の政務調査費の不祥事を端に浮き上がってきたのは地方議会の貧弱さも飽きれるばかりです。大阪都構想が焦点となっている大阪でも、市議会で与野党が対立するばかりで、まったく機能しているとは思えません。

今回のスコットランド独立騒動で感じるのは、その大胆さです。安倍内閣は、「地方創生」という旗印を掲げ、また石破大臣がその旗振りを担っていますが、まずは「地方」という視点やイメージ、また概念や認識を大きく変える発想の転換や政策アプローチが必要だと感じますし、それに期待したいところです。まちがっても過疎地対策で終わってしまってはお話になりません。
