イギリスのテリーザ・メイ首相は3月20日、EU離脱後の2019年夏にスコットランド独立を問う住民投票が行われる可能性を否定しなかった。

スコットランド自治政府首相でスコットランド国民党党首のニコラ・スタージョン氏は同日、独立を問う住民投票を2018年秋から2019年春の間に行う動議を、スコットランド議会に提出した。

今回の動議では国民投票の時期が限定的となっているが、スタージョン氏は、投票の時期については交渉に応じる姿勢であると繰り返し語っており、イギリスが正式にEUを離脱する2019年3月以降まで待つ可能性もあるという。

テリーザ・メイ首相が2019年春以降の住民投票を認めるかどうかについて問われ、メイ首相の報道官はその可能性について否定することを繰り返し拒んだ。

報道官は「スコットランド議会が投票で決議するという動議が今朝出され、それに盛り込まれている日程としては2018年秋から2019年春までの期間となっている。それがメイ首相が応答をした提言の内容だ。メイ首相は、今はその時期ではなく、それが現実だ、と応答した」と答えた。

報道官は「今朝スコットランド首相から、3月22日に代議員たちが決議投票するという動議が提出されました」と述べた。

「その動議に含まれている時間枠は先週首相が回答したものであり、首相は『今は住民投票を行う時期ではない』と明言した」

スタージョン氏はメイ首相の答えを押し付けられれば、投票はイギリスの欧州連合離脱後になる可能性がある、と語った。「今言えるのは、スコットランド議会に提出された動議では今週後半に決議投票を行うことになっているということだけです」

スタージョン氏は19日、ITVの番組「ペストン・オン・サンデー」で、スコットランドの独立を問う2度目の住民投票をイギリスの正式なEU離脱の前に行いたいという考えを表明した。ただし、スタージョン氏は時期について「喜んで議論に応じる」とした。

スタージョン氏は「私はスコットランドがEUから外されてしまう前に選択するべきだと考えています。時間が経つほどに、スコットランドのヨーロッパとの独自の関係についての交渉が難しくなります」と語った。

スタージョン氏は、自身とテリーザ・メイ首相が「今はその時ではない」という点で一致したが、スコットランドは2度目の住民投票を行う選択肢があるはずだと述べている。

スコットランド国民党の下院議員ステファン・ゲシンズ氏は19日のBBCのウェストミンスター・アワーに出演し、「メイ首相は、オープンに、誠実に住民投票の日程についてスタージョン氏と交渉するべきだ」と主張した。さらにスタージョン氏は「我々は分別のある人々と交渉する」と加えた。

スコットランド議会では、新たな住民投票への動きについて、採決に先立って21日と22日に討議する
