【安保法案】SEALDs・奥田愛基さん「民主主義って何だ?問い続ける」(インタビュー)

SEALDsとは、どんな人たちなのか。中心人物の一人、明治学院大国際学部4年の奥田愛基(あき)さん(23)にインタビューした。

2015年7月24日、国会前デモ

参院で審議中の安全保障関連法案に反対する学生グループ「自由と民主主義のための学生緊急行動」(SEALDs)が、毎週末に国会前などで抗議デモを繰り広げている。

ラップやヒップホップに乗せて「安倍は辞めろ」「勝手に決めるな」と繰り返すスタイルは、拳を突き上げる今までのデモとは明らかに一線を画している。メンバーの出身大学は明治学院、国際基督教(ICU)、上智など様々で、これまで学生運動の主流だった大学とも違う。

SEALDsとは、どんな人たちなのか。そして、どこに向かおうとしているのか。中心人物の一人、明治学院大国際学部4年の奥田愛基(あき)さん(23)に聞いた。

――どうやって集まったんですか?

特定秘密保護法が問題になっていたとき、議論もされつくしてないものが、すごいスピードで通っていくことに危機感を感じたんです。ぶっちゃけ、憲法違反と言われてるものでも通せちゃう、今は声をあげなきゃいけない時なんじゃないのか。「やばいよね」って思ってた学生が僕以外にも何人かいて、各大学で集会やシンポジウムをやってて、TwitterやFacebookでシェアが回ってきているのを見てました。そういう人たちと、ほぼFacebookかTwitterでつながって「特定秘密保護法に反対する学生有志の会」(SASPL)を作ったんです。

「政治に興味あります」「日米学生会議に出てました」から「イベントやってました」「音楽好きっす」まで、共通していたのは、ベンチャー志向というか、変人、おもろい奴が多かったですね。始め10人ぐらいで「何かやろう」って言ってたんですが、俺は「デモとか、明確に反対と言えるものがいい」って言いました。学生デモなんて、ネガティブでマイナスイメージで、初めは反対する人もいっぱいいたんですけど、マイナスから挑戦してプラスに変えてみようぜ、という気持ちはありました。

特定秘密保護法が成立したあと、2015年5月3日にSEALDsに衣替えするまで、企画をずっと準備してきたんです。自民党の「改憲草案」もやばいし、安倍首相は憲法解釈について「最高責任者は私です」と言う。違いますよね、主権者は国民です。憲法解釈を変えた閣議決定など、憲法に対する態度を見て、この政権、まずいと思った。次は改憲を狙ってくる。自衛隊を軍隊に変えるだろうと。ただ、改憲より先に安保法案が出てきて、すごいびっくりしたんですけどね。

2015年8月23日、東京・表参道のデモ

――「デモをやろう」と思ったのは、モデルがあったのですか?

大学2年の後期から1年休学して、バイトしてお金を貯めて、海外放浪の旅に出ました。日本で脱原発運動が盛り上がったのに、自民がバカ勝ちして、原発再稼働の流れが作られていた。そんな日本から出たかった。カナダ、ドイツ、アイルランド、イギリスを回って、デモをいっぱい見たんです。旅先で出会った友達が「トルコで今、ゲジ公園守ってんだよ。盛り上がってるよ」と、Ustreamの生中継動画を見せてくれた。モントリオールでは、大学の学費値上げに10万人規模の反対デモが起きていた。

「なんでこんなに一生懸命なんだろう」と思ったけど、どの国も最低限、何か問題があったら自分たちで解決していく民主主義的な力がある。日本はそれがない上に、政治に関心ある若者が「少ない」どころか、なかったことにされている。実際は一定数いるはず。若者が問題を抱えたときの一つの受け皿があってもいいんじゃないかと思ったんです。

――これまでの拳を突き上げるデモと比べて、ヒップホップやラップがベースのデモは新しいスタイルですね。

そもそも、デモやったことなかったので、手探りだったけど「『知る権利』を、僕らは行使してたかな」「表現の自由って言うけど、そもそもデモしてないじゃん」と、初期の頃から話し合ってました。結局、この国の民主主義のレベルが低いからこんなことになるんだ、と。だから「民主主義って何だ」とか「This is what democracy looks like」というコールを入れようとなったんです。

海外のデモを見てた影響もあるんですが、コールのリズムも「勝手に決めるな」「屁理屈言うな」と、日常の言葉で、ワンフレーズでそのまま口ずさめる感じにしました。海外ではスピーチでもコールでも、リズム感を大事にしてる。日本のデモは「我々はー、許さないぞー」と拳を突き上げるけど、「我々」なんて日常会話で使わないし、「○○だぞー」なんて、今時「クレヨンしんちゃん」ぐらいしか言わないじゃないですか。

――日常、ですか?

日常って感覚は、とても大事。おしゃれを気にしながら国会前に行ったっていい。ディズニーランドも行って、海も行って、国会前にも行けばいい。日常がある上で抗議すべきときは抗議するってことに意味があるんです。「おまえこれ知ってるのか。この本読んだか」と言われ続けて、結果「学生の分際で」「主婦が何だ」と分断されてきた。じゃあいったい誰が意見を言えるんですか。この国は民主主義国家だから、学生も主婦もフリーターも考えたっていいし言ったっていい。

それに日常のすべてのものはデザインされてますよね。デパ地下で白黒のチラシ渡されないでしょ?「見た目より中身が大事」と言う人もいるけど、伝える努力はちゃんとした方がいい。むしろ今まで伝える努力を怠ってきた感じがするんです。

2015年7月24日、国会前デモ

――だからときに緩く見えるんですね。スマホ見ながらスピーチしたり。

あえて緩くしています。そもそも、安保法制に反対している理由は人それぞれだと思うんですよ。SEALDsもそういう前提があるので、スピーチの主語はなるべく「私」にしてる。団体動員じゃない個人の集まりで、たまたま集まってきたという部分を大事にしたい。今は関東だけで200人近くメンバーがいますけど、会ったこともないし、メンバーなのかもよくわからない奴がほとんど。当日になってみないと、何人来るか分からない。今までにない形でしょうね。

――既存の政党や学生運動団体と距離を置くのはなぜですか?

「どこかの政党」となった瞬間に、その政党の支持者しか来られなくなるので、特定政党は応援しない。けど、野党に協力して安保法制に反対してほしいので、反対している野党はどこでも応援します。自民党の議員でも反対するんであれば応援しますよ。

――共産党が顕著ですけど、逆に政党の側がSEALDsにすり寄ってきているという印象があります。

それはあるんじゃないですか。こないだも街宣許可を取っている街宣車が必要になって、そんなの持ってるのは政党しかないから、民主、社民、共産にお願いしました。最終的に共産党系の全労連がでかい車をタダで貸してくれたので、ありがたくお借りしましたけど、政治家に利用されてるというより「利用してる」という感じです。

どこかだけに甘い顔をするよりも、ひたすら「安保法制反対のために固まれ」って言い続けることが大事だと思う。志位(和夫・共産党委員長)さんが野党協力に否定的なことを言ったら、俺らは国会前で「ふざけるなー」って叫ぶ。民主や維新に対してもそう。まだ「デモと国会議員の役割は違う」と、馬鹿にしてる国会議員が野党にも多い。怒って声をあげてる人たちの声を受け止められるかが、次の選挙に勝てるかどうかの分かれ目だと思うんですけどね。

――中核や革マル、民青といった、日本の学生運動では古株のグループとも、SEALDsは連携しないのですか。

中核とか革マルは、安保法制反対は一致しているかもしれないけど、数々の殺人、傷害事件を起こしているし、暴力革命を肯定したり、否定できなかったりするんであれば、一緒には行動できないですよ。そういう人たちがいるだけで、一般の人が来なくなっちゃう。でも2万人いたら隅々までわからないから、デモに紛れて旗を立てて自分たちの団体をアピールしているのがいることは事実。民青は今は暴力革命を支持してるわけでもないし、一部は利害関係が一致するかもしれないけど、肩を並べて、みたいなことは考えてないですね。

2015年8月30日、国会前デモ

――菅義偉・官房長官が「当時はこんなもんじゃなかった」と言いましたが、60年安保と比較されることをどう思います?

今は大きな組織が動員かけているわけでもないし、むっちゃ暑い中、交差点に押し込められるのに、個人としていっぱい集まってくる。仕事の形態も多様化して、定時で帰れる仕事も少ないじゃないですか。学生の数も昔に比べて全然少ないし、若者のステータスとして闘争してた時代とは全然違う。大学行きながら、仕事探しながら、おのおの出来る範囲で出来ることをやるってのはすごく健全だと思う。もちろん、集まれる人は来てほしいですけどね。

――安保法案の審議は9月が山場になりそうです。その後はどういう方向の運動を考えていますか?

まだあまり考えてないけど、もちろん次の選挙につながることをしなきゃいけない。ただ、僕の思いとして、無党派のまま、今回の安保反対という結集軸を持って、選挙で政党を応援していきたい。これってすごい難しいですよ。今後の野党の努力にもかかっているけど、野党が選挙区ごとに候補者を統一して、応援し合う選挙はみんなすごい希望を持つと思うんです。すでに高校生やママさんの安保反対運動も出ていますが、今の動きはもう次につながってると思う。今どれだけみんなが各地域でがんばれるかが大事。丁寧にやっていきたい。

――デモという形で、民主主義を再生していくような試みなんでしょうか。

本当にそうです。政治家って、僕らの代表というツールであって、私たちがより幸せに生きるための一つのシステムでしかない。私たちの権利を保障する憲法に対して、適当なことをやってはいけないんですよ。憲法を無視するってことは、私たちを無視するのと同義ですからね。だから今起こっていることに意味があるとすれば、何回も「民主主義って何だ」と問いかけながら、何回も答えていくこと。自由とか民主主義という価値観を、いかに自分たちのものに取り戻していくか。そういう闘いなんだと思う。
