韓国で100万人規模の抗議集会へ 朴槿恵大統領の辞任求める声強まる

朴大統領の辞任を求める市民の声は大きな盛り上がりを見せることになりそうだ。

韓国・朴槿恵大統領の知人女性による国政介入や不正などの捜査が進む中、市民団体は、今週末の11月12日、首都ソウルの中心部で大規模な抗議集会を開く。

主催者側は全国各地で開かれる同様の集会と合わせて、100万人の参加を見込んでおり、朴大統領の辞任を求める市民の声は大きな盛り上がりを見せることになりそうだ。

朴大統領の辞任を求める集会「民衆総決起」は、10月29日11月5日に次いで3週連続となり、主催者発表によれば1回目は約3万人、2回目は約20万人が参加した。主催者側は、より多くの人を集めることで、世論の大勢が朴大統領の辞任を求めていることを強く印象づける狙いがある。

朴大統領は11月8日に、新首相の指名方針を撤回し、野党による人選を事実上受け入れる意向を表明したが、国会の過半数を握る野党3党はこの提案も拒否。12日の集会に政党として参加することを表明し、朴大統領への圧力を強める構えだ。

今回の特徴は、大規模な政治集会で、2回とも大きな混乱がなかったことだ。ある韓国紙の東京特派員は「これまで韓国のデモは、いつも警察と参加者が暴力的な争いに発展してしまっていたが、今回は警備する警察官が『皆さんの気持ちは分かりますが秩序を守ってください』と呼びかけていたと聞く。民主主義の成熟を示すエピソードだ」と話す。

11月3日の民間の世論調査では55.3%が「弾劾または辞任」を求めているが、朴大統領は辞任の意思を示していない。革新系の労働組合「民主労総」は、集会の会場から、山の中腹にある青瓦台(大統領府)近くまでのデモ行進を申請している

警察は過去2回、デモ会場から青瓦台へ向かうルートに大規模なバリケードを築いた。2015年11月の朴槿恵大統領への抗議集会では、警察と参加者の争いが激化し、警察の放水による鎮圧で参加者が道路にたたきつけられて重体となり、その後死亡した。今回も現場で騒動が激化すれば、国民感情に火に油を注ぐ可能性もある。
