シリア停戦に向けてアメリカとロシアが共同声明。反体制派の懸念は?

シリア内戦をめぐってアメリカとロシアは2月22日、アサド政権と反体制派の双方に対して停戦を呼びかける共同声明を発表した。

5年近く続くシリア内戦をめぐってアメリカとロシアは2月22日、アサド政権と反体制派の双方に対して停戦を呼びかける共同声明を発表した。26日正午までに両陣営は停戦受け入れの意思を伝えた上で、27日午前0時(日本時間午前7時)から発効するという。朝日新聞デジタルなどが報じた。

BBCによると、アメリカとロシアを含む17カ国は11日、ドイツ・ミュンヘンでの会合で1週間以内の停戦実施で合意したものの、実現には至っていなかった。今回は反体制派の「自由シリア軍」などを支援してきたアメリカと、アサド政権の後ろ盾になっているロシアの2カ国による共同声明で停戦への道筋をつける構えだ。

アメリカのオバマ大統領と、ロシアのプーチン大統領は22日の電話会談で今回の合意を歓迎する意向を示した上で、「すべての当事者が停戦を履行することが重要だ」と強調した。両国は、停戦実現に向けた協議を進めるためのホットラインを設けるという。

■「イスラム国」は停戦に含まれず

今回の停戦には過激派組織「イスラム国」(IS)やアルカイダ系の過激派組織「ヌスラ戦線」は含まれない。さらにアサド政権側と反体制派の双方に自衛のための武力行使を認めており、ISなどへの軍事作戦は継続できる。

ロイターによると、「自由シリア軍」の関連組織は、政府軍やロシア軍がISへの軍事作戦を名目に反体制派への攻撃を続ける可能性を指摘。「そうなれば、停戦は崩壊する」と懸念を示した。

NHKは、アサド政権と反体制側では戦闘闘停止の条件などを巡り依然として隔たりがあるとみられ、戦闘の停止が実現するかは依然として予断を許さない状況だと報じている。
