台湾で11万人の抗議集会 立法院占拠の学生ら、中国との協定撤回求める

台湾で、中国との間で昨年6月に調印した「サービス貿易協定」の撤回を求めて立法院(国会)を占拠している学生たちの呼びかけで3月30日、台北市中心部の総統府周辺で大規模な抗議集会が開かれ、11万人を超える市民が馬英九政権への不満を訴えた。

台湾で、中国との間で昨年(2013年)6月に調印した「サービス貿易協定」の撤回を求めて立法院(国会)を占拠している学生たちの呼びかけで3月30日、台北市中心部の総統府周辺で大規模な抗議集会が開かれ、11万人を超える市民が馬英九(マーインチウ)政権への不満を訴えた。時事ドットコムなどが伝えた。

主催者は約50万人が参加したと主張した。

若者を中心に家族連れも含めた幅広い年齢層が参加。運動のシンボルであるヒマワリを手に持ち、協定の撤回などを求めた。10万人超という異例の参加者数は、協定に対する台湾内の警戒心が強いことを示しており、早期承認を目指す政権にとっては打撃となりそうだ。

集会に参加した人たちは、「このまま協定が発効すれば中国との統一に向かってしまう」などと話していたという。

馬英九総統は29日、中国と新たに協定を結ぶ際には内容を議会などで事前にチェックする制度を法制化する方針を示し、学生側の要求に歩み寄りをみせた。しかし、学生たちは協定そのものの撤回を求める姿勢を崩していない。

馬政権に対して反発が広がる背景には、協定を通じて中国の支配力が強まることへの不安がある。

サービス貿易協定に反対する団体の代表で、占拠に加わる弁護士の頼中強氏は「占拠を反中運動ととらえるのは短絡的すぎる」としながらも、協定の問題の一つに広告代理業を中国企業に開放することを挙げる。中国側が広告出稿を通じて台湾メディアへの影響力を強め、言論の自由を損なう恐れがあると指摘する。

(中略)こうした批判に対し、馬政権は反論に躍起だ。協定破棄に追い込まれれば、中台関係のみならず、台湾が目指す環太平洋経済連携協定(TPP)などへの加入にも影響を与えかねないとの危機感がある。
