台湾、立法院占拠学生が退去 馬政権に重い課題

台湾が中国と2013年6月に調印した「サービス貿易協定」の承認に反対し、3月18日から立法院(国会)議場を占拠していた学生らが4月10日夜、退去した。

台湾が中国と2013年6月に調印した「サービス貿易協定」の承認に反対し、3月18日から立法院(国会)議場を占拠していた学生らが4月10日夜、退去した。しかし協定の発効は遅れる見通しとなり、中国との経済連携を進めたい馬英九(マーインチウ)政権にとって重い課題が残ることになった。時事ドットコムなどが報じた。

台湾史上初の民衆による議場占拠は、自発的な撤退という形で約3週間で収束した。

学生リーダーの林飛帆氏は退去に際し、「当局が約束を破棄した場合は、さらに広範な抗争を行う」とけん制した。立法院の周囲には約1万人が集まり、学生らを迎えた。

学生らの退去に伴い、立法院は11日に本会議を開き、行政院提案、学生らが推す民間提案など対中協定に関する各監視法案を委員会に送付する。民間版は既存協定に対する「遡及(そきゅう)適用」の条項があるなど、行政院版に比べより厳しいチェック機能が盛り込まれている。政権、与党・国民党と学生、最大野党・民進党との意見の隔たりは大きく、審議は難航するとみられる。

学生側は、王金平立法院長(国会議長)が6日に「両岸(中台)協議を監視する法案が成立するまで協定を再審議しない」と譲歩したことで、「一定の成果が得られた」としている。ただ、学生の間には馬政権への警戒感は残ったままだ。

馬英九総統が、中台協定監視法の制定前に協定審議を再開させるとの警戒感は強く、学生らの間には「次は総統府を包囲する」との強硬論もある。

(中略)馬総統は10日、学生らの議場占拠について「正常な民主国家では受け入れられないことだ」と述べた。9日の米シンクタンクとのテレビ会議では、協定の議会承認を実現するため「全力を尽くす」と語り、協定発効への意欲を表明した。

台湾の人々の間では、協定を結ぶことで中国の台湾に対する影響力が強まるとの懸念が根強い。

学生らの一部には、2016年の次期総統選を占う今年11月の統一地方選に向けて政権に揺さぶりをかけ続けるべきだとする意見もある。

協定を通じて中国が台湾への影響力を強めることへの懸念は根強く、学生らは一定の支持を受けていた。最近の民放世論調査では65%が「運動は台湾の民主発展に寄与した」と評価しており、馬総統は今後も困難な政権運営が予想される。
