豊洲市場の盛り土、建物の下にはなかった。小池百合子都知事が会見

東京都の小池百合子知事は9月10日に緊急の会見を開き、築地市場から移転予定の豊洲新市場で、汚染土壌を取り除いたあとに土を盛る「盛り土」が、主要な建物の地盤で行われていなかったことを明らかにした。

東京都の小池百合子知事は9月10日に緊急の会見を開き、築地市場から移転予定の豊洲市場で、汚染土壌を取り除いたあとに土を盛る「盛り土」が、主要な建物の地盤で行われていなかったことを明らかにした。FNNニュースなどが報じた。

朝日新聞デジタルによると、豊洲市場は東京ガスの工場跡地に建設された。2008年に発がん性物質のベンゼンが環境基準の最大4万3000倍の数値で検出していたため、都が約850億円をかけて汚染土壌をとり除き、その上に盛り土をするなどの対策をしていた。

地表の土を2メートル削り、その上に4.5メートルの土を盛るというものだった。

9月10日午後5時から開かれたの緊急会見の中で小池知事は、東京都が、敷地全体に行ったと説明してきた盛り土について、実際には水産卸売場など主要な建物の地下では、行われていなかったことを明らかにした。

その上で「青果棟、水産棟などにおいて、4.5メートルの盛り土が行われていなかったのではないかといった疑問が出てきた」とした上で、建物の下が空間になっていて盛り土がない状態になっていたと説明した。

「『全てが盛り土がされている』というのは、現状において正しくないということで、ここで訂正したい」と表明。都のこれまでの説明に問題があったという認識を示した。

市場の移転をめぐっては、小池知事が豊洲市場の安全性の確認が不十分だとして8月、移転の延期を表明していたが、今後の移転論議の焦点になりそうだ。
